Traffic access Nuenen West

The construction of the Nuenen West residential area requires good traffic access: how will we handle traffic in the district, both within the district and in/out of the district? The traffic structure has been laid down in the Nuenen West zoning plan and we are now going to implement it.

Traffic calmed district Nuenen West

To establish Nuenen West as a low-traffic residential area, the City Council adopted the Nuenen West Realignment zoning plan in March 2021. This also established the traffic structure with various closures for motorized traffic (knips). For example, it was decided that the Opwettenseweg will be closed. This is because the Opwettenseweg is now very unsafe and much too busy with car traffic and would become much busier in the future, partly due to the construction of new housing. The road will be modified into a bicycle street, as part of the Gemert - Laarbeek - Nuenen - Eindhoven express bicycle route. To prevent traffic from looking for a way through the residential area, there will be more cuts. The avenue through the Panakkers will not connect to the Opwettenseweg. Car traffic from one part of Nuenen West (now under construction) will have to enter and leave the district via Europalaan. The other part will have to go via Wettenseind to Geldropsedijk. Cyclists will have a direct and safe route between Nuenen and Eindhoven. Exactly where and how Opwettenseweg will be closed is not yet known. We are discussing this with those involved. We are also talking to residents and businesses about how Opwettenseweg can best be designed as a bicycle street.

Traffic livability and accessibility measures

In early April 2025, the municipality of Nuenen - together with neighboring municipalities and the province - signed the Administrative Agreement (BOK) for the express bicycle route between Gemert and Eindhoven. This agreement contains agreements on the financing and realization of the express cycle route. The express cycle route will be constructed by the municipality (as part of the package of traffic liveability and accessibility measures). Part of the express cycle route lies in Nuenen West, which means that the realization of that part will be done by BPD, the developer of Nuenen West. The northern part of the Opwettenseweg cycle street and the rest of the Gemert - Eindhoven express cycle route will be tackled at a different pace in the coming years as part of the Traffic Livability and Accessibility Measures project. That package of measures also includes the Geldropsedijk - N270 connection for motorized traffic. For many residents this is an alternative route for the closed Opwettenseweg.

Housing progress

On May 28, 2025, the Council of State issued an interim ruling on the Nuenen West zoning plan: it also approved the proposal to close off Opwettenseweg. However, the municipality still needs to substantiate a number of points further. For now it means that we can proceed with the elaboration of the car-free street and the closure of the Opwettenseweg. We will start with participation, design and preparation. If we were to wait, BPD would not yet be able to build part of Nuenen West. This is because cables and pipes and sewers need to be laid so that the construction of phase 2 Nuenen West can go ahead.

Research and refinement access Nuenen West (archive)

On December 10, 2020, the City Council decided that Opwettenseweg will be closed to through traffic. How the traffic flow will proceed has been further investigated/refined. This included research into the variant introduced by the council via amendment.

The City Council was briefed on the results of the study and refinement at a theme meeting on Monday, Feb. 22, 2021. The related documents from this meeting can be found below.

College decision on refined access variant X

As a result of the report, the Municipal Executive decided on February 23, 2021 to include the refined access variant X in the new Nuenen West zoning plan. In this access variant, the northernmost part (phase 3) and the middle part (phase 1) of Nuenen West will be accessed via the Europalaan and the southernmost part (phase 2) via Wettenseind via the Geldropsedijk. The images below show how this solution looks on Map.

The structure for the purpose of this plan was deliberately created after an intensive process with council and participants (see below under Dialogue). Knowing that no single decision will satisfy all stakeholders, the college has made a choice based on objective, qualitative grounds.

Procedure zoning plan Realignment Nuenen West

Using the refined access variant X as a starting point, the final studies for the zoning plan are currently being completed. The Nuenen West Realignment zoning plan is scheduled to be presented to the council for adoption on April 29, 2021. In anticipation of this, the council proposal will be discussed in the Space Committee on April 13, 2021. Click here for the agenda and, among other things, this council proposal.
In both the committee and the council meeting, there will be opportunities for interested parties to contribute/ speak in. After adoption, the Nuenen West Realignment zoning plan will be open for appeal/higher appeal.

Dialogue (archive)

In 2020 we organized a broad and informal dialogue focused on the best suitable solution for the traffic access of Nuenen West and the function of the Opwettenseweg in it. The Dialogue webpage contains all relevant (background) information about the dialogue sessions.
