Are you planning to submit a housing plan to the municipality or a request in principle with housing construction (more than two dwellings)? Then the Construction Guide is applicable to you.
The Building Guide contains guidelines for new construction projects within Nuenen. Whereas environmental plans often define the existing situation, the Building Guide focuses on development. The Building Guide makes clear what factors play a role in village quality, but also offers clarity on the planning process involved.
Building while maintaining individuality and village character
The Building Guide covers various themes that, in line with the municipal Environmental Vision, provide integral direction for the environmental quality of the built environment and a new housing plan. In this way it is possible to build while preserving the individuality of the various neighborhoods and cores.
The Building Guide is also intended to provide clear agreements about the process, how can we collectively improve the quality of the village? How can we best streamline the process for all parties? By clarifying this in advance, there will be less delay in the later stages of the project.
Four components that are related
The Construction Guide is divided into four sections that are interconnected:
- Inspiration and principles - in this first part you will find a description of the general village qualities of Nuenen and its cores. This section contains spatial guidelines that are important when making housing plans for our beautiful village.
- Area types - Part 2 zooms in on different area types and highlights some specific guidelines that can help strengthen spatial quality here.
- Process diagram - clarity on the various process steps and responsibilities around projects can be found in Part 3 of the Construction Guide.
- Participation guide - this guide contains guidelines on the steps you can take as an initiator during a participation process.

What is the Construction Guide?
The Construction Guide contains guidelines for new construction projects within Nuenen. It provides an integral and broad framework from the municipality for new housing initiatives (for requests in principle or plans with more than two dwellings).

What are the area types?
Nuenen has a diverse and rich spatial structure with different neighborhoods and subareas, the quality of which cannot be captured under one name. We have therefore defined a number of area types with a similar spatial structure:
- Ribbon development;
- Center outside the ribbon;
- Residential subdivisions;
- Center area in residential subdivision;
- Zones along infrastructure.
Check carefully which category your plan falls under and which area type applies to you. We can help you with this if necessary. Please note that Building Guide guidelines are not the same for every area type.
Why a handbook on participation?
Part 4 of the Construction Guide is the so-called participation guide. With this guide we want to give initiators a clear framework for involving the surrounding area in the development of a plan. For new developments, we would like to know - prior to a request in principle - how you have included the immediate surroundings of the planning area. The municipality can assign a participation level to your initiative. If, for example, you want to submit a housing plan with a larger number of houses, we expect you to take extra care when it comes to an environmental dialogue. The guide can help you with this.
How will my idea be tested?
By the intake team. This team includes a number of specialists from the municipality with different backgrounds. They look at the location, the building guide and a number of other policy frameworks and make a number of spatial considerations and provide these. In this way you can further prepare your request in principle and you know where the attention of the municipality will be focused in the final assessment.
When does the Construction Guide apply to my initiative?
Do you have a (new) housing initiative for a plot in your property, where you want to plan for more than two dwellings? Are you planning to submit a request in principle for this soon? Then the Construction Guide is for you.
NOTES. The Construction Guide does not cover initiatives in the outlying area.
As an initiator, what should I do first?
Join us for a conversation. You are welcome to visit the council for a cup of coffee and a good conversation. Then we will explain the Building Guide and you can explain your ideas. Then you can start working with the documents for your initiative or idea. We prefer not to see concrete building plans or a detailed plan yet, but rather your ideas for your plan or initiative. My initiative is in the outlying area of Nuenen, does the Construction Guide apply?
No, the municipality has specific policy frameworks for the outlying area when it comes to housing development(Ruimte voor Ruimte). A large part of the municipality falls under rural structures. These areas are also diverse and strongly connected to the original landscape. Their qualities have been described in the 'landscape study outside the Nuenen area'. In this study but also in the 'report space for space' and accompanying memorandum of the Municipal Advisory Committee for Environmental Quality, clear guidelines are given for possible developments in the outlying area, both for the spatial integration in the surroundings and for the image quality at the building level. These documents are in line with the guidelines of the Building Guide and provide sufficient guidance for managing quality for initiatives in the rural area.

How did the Construction Guide come about?
The Building Guide was prepared by urban design experts (Studio Scale and ANA Architects), commissioned by the municipality. Members of the Environmental Quality Advisory Committee were also involved in that process on several occasions. In addition, a representation of the Architectencollectief Nuenen (ACN) also contributed ideas, as did a number of developing parties active in Nuenen including housing foundation Helpt Elkander.
