Opening and setting agenda
The chairman opened the meeting. The agenda was followed unchanged.
Adopt report Feb. 10, 2022
The report was adopted without changes. A question was asked about the relationship between CMD / LEV / municipality; care consultants, youth consultants and informal care:
The CMD is part of the municipality and itself employs Wmo-consulants on the basis of the execution of legal tasks assigned to it within the framework of the Wmo. The CMD employs not only Wmo consultants but also youth consultants, care workers, youth workers, social workers, etc. They are employed by the LEVgroep, but perform their work under the banner of the CMD. A subsidy agreement has been concluded with the LEVgroep that includes the tasks of the employees within the CMD. The municipality itself is not a care provider but ensures that access to substantive Health and aftercare is properly arranged by external parties. The tasks from the Wmo were explicitly assigned to municipalities by law at an earlier stage. In case of illness or vacation, it is up to the LEV group to provide replacement employees so that care can be continued. Employees of the social affairs department of the Dommelvallei Service also work within the CMD but are not employed by the municipality. A municipal coordinator directs the CMD team and distributes the work.
Question regarding early warning debt assistance
The municipality is exploring how to follow up on the signals. In case of several signals from fixed charge partners, a home visit is scheduled. In case of one signal, the client is called (after).
Announcements ASD
The ASD has written a contribution on Youth and Prevention for the post-election coalition consultations. It contains analyses about the current situation in Nuenen, the agreements of the national coalition agreement and recommendations for the municipality to improve youth care.
Communications Alderman
- On May 2, Milan Staals will start; he is a new policy assistant.
- As of 2022, our region "A 10 for Youth" has implemented the Availability Guide, an online platform that shows via a website or app which provider is contracted for which product in our region.
- "Join us" has been deployed from the second quarter 2022 to reach lonely young people and help them come out of their social isolation (one of the objectives of Youth Policy 2021-2024). The additional deployment of youth workers is 32 hours per month. The costs of € 8,000 will be paid from the obtained state subsidy Youth on the Move.
- After the May vacations, a youth aid pilot will start at Nuenen's elementary school. The aim is to make preventive youth care closer and more accessible to children, parents and teachers. The long-term goal of the pilot is to see whether a decrease in referrals from general practitioners is visible. All eight schools will have a permanent staff member in proportion to pupil numbers. Additional funds have been made available by the council for 2022 and 2023. First evaluation time is scheduled in November 2022.
- The 21 aldermen of the youth aid regions sent a letter to the Senate about the new coalition agreement and the proposed cuts in youth aid.
Questions to the Alderman
Is Nuenen already hosting or planning to host Ukrainian refugees, both in host families and permanent reception locations? Are they competing with refugees from other countries?
The security region is responsible for reception coordination. Within the Brabant Southeast region we have to receive 2000 Ukrainian refugees. The Vrouwkensakker location qualifies for this with 70 reception places. In addition, Ukrainians are received in host families. Locally Ukrainians do not compete with refugees from other countries, competing between refugee flows is a national issue.
In anticipation of legislation, is Nuenen considering allowing people to live together for 6 months on a trial basis while maintaining their benefits?
The Alderman is not taking this into consideration. There are national movements to no longer restrict cohabitation and receipt of government support of benefits/grants. If necessary, we can apply customization through the CMD.
Regional vision for decentralization of Protected Housing
Various Social Domain Advisory Councils have issued advice which has been jointly dealt with in the regional working group on decentralization of Protected Housing. Implementation date is likely to be January 1, 2023.
Costs Social Domain
There is an overall cost increase in the social domain. On May 11, 2022, the city council will discuss cost developments within the Wmo and the customized Domestic Assistance product through the new PDO model(Opinion-forming, Judgment-forming, Decision-makingmeeting). The council's input will then be incorporated into a new memo that will then be presented to the ASD.
Client Support Wmo
Bas van der Voort commented on client support in Nuenen. With an evaluation of it, perhaps this support can be further improved. The municipality has applied for a subsidy from the Ministry of Health, Welfare and Sport and € 50,000 has been granted to strengthen local client support. This amount will be used for research and implementation of any recommendations (the way client support is currently organized). The research will be carried out by an external party.
Notes survey young people in Nuenen
Meriam van Onzenoort explains the results of this survey. An attempt was made to get a picture of the familiarity and image of youth work. Only 6% of the 2800 young people contacted responded. A number of young people proved willing to participate in a sounding board group. It proved difficult to interpret the results unambiguously.
