1. Opening and setting agenda
The chairman opened the meeting. The agenda was followed unchanged.
2. Getting to know
During the introduction round, new members are welcomed.
3. Adopt report July 21, 2022
The report was adopted without change.
4. Announcements ASD
There are three new members: Ton van Gerwen, Mohammed Mohseni and Jacqueline van Zuylen.
Nicole des Bouvrie was appointed for a second term.
5. Communications Alderman
- We have received a grant from VWS to do research on strengthening independent client support. We are in the process of finding an external agency. At the end of 2023 we expect an advice. Possibly an implementation program will follow from this. The ASD will be heard by the researchers.
- Residential care vision; Bureau Companen is currently conducting data research and supervising the process of arriving at a residential care vision. An important partner in drawing up the residential-care vision is the Housing Platform. Various parties are represented in it such as Helpt Elkander and Archipel as well as unaffiliated residents. A member of the ASD may participate in the Housing Platform. The final version is submitted to the City Council and not to the ASD in advance for advice. This is because it is a participatory process in which the ASD is involved from the beginning.
- In January, we will launch Kansrijke Start, a collaboration aimed at strengthening young children's starts.
- The Social Domain Monitor will be presented to the City Council on Nov. 30. Thereafter, the ASD will receive the monitor for perusal.
- Work on the Social Domain Vision will begin in the first quarter of 2023. Input will be gathered from the ASD in advance. Ultimately, the vision will be submitted to the ASD for advice.
6. Questions to the Alderman
What can and will the municipality do to anticipate the coming care infarct? That problem is going to arise from, among other things, more help-seeking residents, fewer staff, more expensive staff (employee > ZZP), declining willingness of volunteers, budget constraints and care organizations unable to deliver contracted Health due to staffing shortages.
Note: Many developments affect the municipality's ability to perform its legal duties in the social domain. The government's desired trend of allowing the elderly to live at home as long as possible is leading to an increased demand for care in the Wmo in the municipality. Staff shortages are increasing work pressure. This can and will lead to the departure of caregivers. Some of them are willing to continue providing help, but as ZZP'er with more opportunities to fit the requested activities into their own lives. The shortage of personnel limits the contracted aid organizations to actually deliver the agreed upon help. Government funding consistently appears to lag behind residents' expectations. The number of volunteers available to perform tasks is structurally decreasing, also in the social domain. The principle that people seeking help should first appeal to their own networks appears to be less self-evident and less or not possible than was assumed in the laws. A positive development is the intention to take the financial capacity of residents into account when determining the own contribution for certain facilities in the WMO.
Answer: Several parties are working on initiatives / pilots to work smarter and combine things. Healthcare parties are open to pilots because of capacity issues.
There is a greater demand on the Wmo. This is the result of; the introduction of the subscription fee(1), the aging population within our municipality (2), waiting lists at care facilities requiring residents to live at home longer (3), a national labor market problem causing scarcity in Health and support staff (4).
We cannot solve the labor market problem as a municipality. There is no lagging government funding. In fact, the Wmo and Jeugdhulp do not have a budget ceiling because there is open-ended financing. In the first Interim Report of 2022, the municipality of Nuenen substantially increased the budgets for Wmo and Jeugdhulp in order to budget as realistically as possible. The Wmo regulates help and support for residents so that they can live independently at home for as long as possible and continue to participate in society. The Wmo is a safety net for residents who are unable to participate in society with the help of their surroundings. The basic principle therefore remains that residents who need help and support continue to receive it.
A Council information letter containing the state of affairs (Wmo and youth waiting lists) is currently being prepared. Once sent to the City Council, the letter will be shared with the ASD for information.
To stimulate the social networks that are requested and desired, neighborhood activities and neighborhood centers are desirable facilities to enable residents to be more involved with each other. Are these neighborhood facilities now sufficiently available in the neighborhoods and if not, are they expected to be available in the near future?
Clarification: Because of the developments around the Hongerman, Scarabee, Jo van Dijkhof and Vinkenhofjes it seems that the requested facilities, temporary and possibly structural, are not or insufficiently available in Nuenen South. The renovation of the Klooster also limits availability. Possibly the same applies to the other neighborhoods in Nuenen.
Answer: Almost all neighborhoods in Nuenen ca have a community center, village hall or Mfa (multifunctional accommodation).

- Nederwetten: village hall Nederwetten
In view of the rapid growth of Nuenen West, the construction of a village hall in west should be considered. The Goudvinkhof will be demolished in the foreseeable future. Helpt Elkander and the municipality have expressed their intention to keep the Gasterij (Jo van Dijkhof) as a meeting place for the seniors in South. The activities from the Goudvinkhof can be accommodated in the Gasterij. The municipality will take over (part of) the operation of the Gasterij.
Helpt Elkander has previously indicated that the side rooms will be converted as apartments.
