1. Opening and setting agenda

The chairman opened the meeting. The agenda was adopted.

2. Adopt report September 21, 2023

The report was adopted.

 3. Announcements ASD

  • The chairman asked if the arrangement could be made to send the meeting minutes in the following week.
  • Jaqueline is moving to Eindhoven as of 01-03-2023 and will therefore leave the ASD.
  • Question: why did the Alderman choose not to discuss the monitor SD with the ASD before presenting it to the council?

Answer: Luuk will inquire about this and provide feedback to the ASD.

4. Communications Alderman

Due to the council meeting, the Alderman is not present. The 2024 schedule was looked at. It was decided to keep the Thursday evening (1x per month) schedule for the first quarter.

5. Questions to and from the Alderman

1.Declaring tax debts to the municipality irrecoverable for people who have been in an installment plan for more than 3 years.

It is noted that the question of whether measures can be taken to help people with financial problems was raised a year ago and that the municipality is (only) now (partly due to the ASD) coming up with a solid answer There is a growing group of people with invisible poverty and the question is how can you reach and relieve these people?

Response:

The municipality of Nuenen is flexible toward people in debt. For example, all payment arrangements people have requested are considered. In doing so, payment arrangements consider the feasibility for people to repay.

The decision of the municipality of Helmond has no added value for the municipality of Nuenen at this time. For example, the bailiff makes agreements on the periods in which someone repays but the payment period rarely goes over 3 years. The following steps are already possible for residents:

  1. People already have the option to apply for forgiveness until the debt is collected in full.
  2. People can take advantage of a debt relief program.
  3. Also possible to agree on a payment schedule (term 1 year). Until December, people can apply for an arrangement.
     

When people do not pay their taxes, a bailiff is eventually used. The tax bailiff Fanderijn looks at whether people are unwilling or unable to pay back. If people enter a debt relief program, then the Dommelvallei Service must stop the collection process. If the payment deadlines have passed, the bailiff will look at how the debt can still be collected. By seizure. If people cannot pay, the bailiff will submit a request for irrecoverability to the Dommelvallei Service.

A resolution is required for the DD to write off the debt. Up to €1,250, the department head of taxes may write off the amount. Above that amount only with an agreement from B&W.

Question: How are residents approached by DDV (by phone/written/by mail, this in connection with low literacy) Luuk inquires; 1.how are people approached and 2. whether the costs of the bailiff are (re)-charged

2. General question: what date does the municipality use as the start date for an application under the Youth Act (2nd line care) 

Is it the date of entry or the date of transfer to the consultant?

Dat is relevant i.v.m. de verplichting om < 2 maanden een besluit te nemen.

"The college shall issue the decision as soon as possible but no later than eight weeks after receipt of the application."

6. Council information letters

Implementation of Youth Policy and Chanceful Start

Q: Can these Council Information Letters be discussed at the ASD before going to the council?

Answer: Luuk will check with the policy officer who writes the relevant council information letters.

 7. Any other business

  • Bas van der Voort has a new challenge and is leaving the municipality of Nuenen. Hassan Baykir (hiring) will be invited on occasion (digitally) to meet the ASD members.
  • The vision for Neighborhood Work was discussed in the ASD in April 2023. The vision was adopted and implementation will follow.
  • Will the Neighborhood Work pilot come back to the ASD? This question is now with Hassan, no decision has been made on it yet.

The chairman expressed concern that this issue has been (stalled) for 8 months.
