College response to ASD advice on youth aid
You provide an analysis of the problems that arise with regard to youth aid. These we recognize and endorse. The ASD has two comments on the regulation.
First comment ASD
You believe that there should be a relationship between the quality, effectiveness and efficiency of assistance provided and the percentage. Using the percentages seems to discourage the use of self-employed, freelancers and help from the network, regardless of whether these providers meet the requirements of technical and professional competence. The use of these providers reduces waiting times.
College response: We have chosen to have these rules apply to both Wmo and youth aid. It is certainly not our intention to discourage the deployment of these groups. Because these groups have no or lower overhead costs, it is reasonable for them to receive a lower rate for their deployment. Currently, there are about 24 pgb's for youth aid, of which about half also use their own network. In about 5 pgb's the 75% rate applies. It is first examined whether the own network can provide the requested product. lnzet of the own network is not possible for treatment, but it is possible for light guidance. The current hourly rate for Health in kind of this product is € 62.40, the own network gets 55%, so an amount of € 34.32 per hour. As far as we know, these rates have not been a reason for this group not to offer their services or to stop.
Other municipalities in the region do not have the same arrangement. Son en Breugel pays the network7So/o of the rate for Health in kind. Waalre pays €20 per hour. Geldrop-Mierlo pays the actual costs , but a maximum of 125o/o of the minimum wage. The minimum wage is €10.60 per hour for a 36-hour work week. So the contribution is a maximum of €.13,25 per hour.
Second comment ASD
One of the problems with youth care is the privacy rules. It is advisable to ask the client's permission to inform their own doctor at the start of treatment. Without privacy problems, he can then be kept informed of the medical developments of his patient.
