Fire safety, notification or permit
What is it?
For certain buildings, you must file a notification of fire-safe use. Additional fire safety requirements are then imposed on a building if necessary. These requirements prevent fires, fire hazards and accidents in the event of a fire.
Report via Environment Counter
You can find out if you need to file a notification on the Environment Counter. Enter your address/location and search under activities on fire safety. This will take you to the activity 'Receiving or accommodating groups of people in a building or on a site'. If you need to file a notification, you can submit the notification through the Omgevingsloket. You must submit a notification at least 4 weeks before starting the activity.
What to do.
What should you provide with the notification?
In addition to the application form, you will need a floor plan and drawings. The floor plans and drawings must include the following information:
- Scale indication;
- Per floor:
- The height of the floor above the measurement level (contiguous terrain);
- Use area;
- The maximum number of people;
- By space:
- Floor area;
- The use case;
- For rooms for more than 25 people, the highest occupancy of those rooms;
- The arrangement of inventory and furnishing elements;
- Indications of the location of (if any):
- Fire and/or smoke resistant partition structures;
- Escape routes;
- Direction of rotation of doors referred to in Article 3.121 BBL;
- Self-closing doors as referred to in Article 3.123 BBL
- Door locks referred to in Articles 3.122 and 6.21 BBL
- Escape route signs;
- Emergency lighting;
- Orientation lighting as referred to in Article 3.03 BBL
- Fire alarm control panel and fire alarm panel;
- Fire hose reels;
- Mobile fire extinguishers;
- Dry fire lines;
- Firemen's entrance;
- Key safe or tube;
- Fireman's elevator.
These designations conform to NEN 1413 to the extent provided in this standard.
Other floor plan and drawing requirements:
- The site drawing features a north arrow;
- The situation drawing shall have a scale of 1:1000 or larger;
- Floor plans of buildings with a gross floor area of less than 10,000 m2 shall have a scale of 1: 100 or greater. Floor plans of buildings with a gross floor area of 10,000 m2 or more shall have a scale of 1: 200 or more.
