Boschhoeve phase 2 housing development one step further: Municipality and Van Gerven sign letter of intent agreement

The municipality of Nuenen and developer Van Gerven signed a letter of intent for the residential development Boschhoeve phase 2 ('Poort van Nuenen') on Monday, Nov. 17, 2025. The signing marks an important step toward realizing the intended 83 apartments next to the existing Boschhoeve neighborhood in Nuenen. Both parties hereby agree to make every effort to realize the housing units.

Expansion of affordable housing

The housing plan consists of three small-scale apartment buildings in a green landscaped setting. The 83 housing units are intended for 1- or 2-person households and small families. They are homes in the social rental and middle rental range. Thus, they meet the high demand for affordable housing. Housing corporation Wooninc. has expressed its intention to eventually rent the homes.

Decision in principle taken by college

On Tuesday, November 4, 2025, the Municipal Executive decided positively on the principle request for the Boschhoeve phase II housing project. The college concluded that the principle request complies with the frameworks given to the initiator. The response of the city council and local residents was also taken into consideration. With the positive decision the developer can now enter the next phase: starting a spatial procedure. 

Follow-up spatial procedure

The developer will now start preparing for the spatial planning (RO) procedure. That means Van Gerven will apply for an environmental permit for a so-called "out-of-plan environmental plan activity" (bopa). This states why the housing plan can come there and why it can deviate from the rules in the environmental plan. This is because this location was originally intended for offices, but due to the great need for housing, the municipality and the developer would prefer to build housing here.

The developer must also have several spatial studies done. For example, further research must be done into parking and noise pollution (given the proximity of Smits van Oyenlaan). Moreover, the participation process will be continued: local residents can contribute ideas about the design of the public space in the plan area. 

We expect that the permit can be presented to the City Council during 2026. Once the permit is granted, the developer can begin the (preparation for) implementation. When the homes will actually be ready is not known at this time.
