ASD meeting report June 15, 2023

1. Opening and setting agenda

The chairman opened the meeting. The agenda was adopted.

2. Adopt report May 11, 2023

The May 11 report is hereby adopted.

3. Announcements ASD

Interviews were held for two new members for the ASD.

Leonie Verhoeven and René Gerlings were hired.

4. Communications Alderman

Chance Start

The local coalition has identified three focal points:

  1. Strengthen parenting;
  2. (Hidden) financial issues;
  3. Strengthening cooperation.

Follow-up procedure:

Three working groups will be formed, preferably starting before the summer vacation. The working groups will determine what they will work on and who will be additionally involved.

Youth Assistance Client Survey 2022

Early this week, over five hundred letters were sent to parents whose child had youth services in 2022. A QR code takes them to a digital questionnaire. Youth aged 12 and older as well as parents are also asked to complete a questionnaire. Also, parents who had contact with the CMD and did not receive an indication youth aid are asked to share their experiences.

6. Presentation reintegration regulation

The presentation will be given by Suzanne Clooney, policy advisor for Participation Act income.

The Reintegration Regulation 2023 has been prepared region-wide and unambiguously in response to the 'Broad Offensive' bill. Across the entire labor market, this bill will be unambiguously implemented for the municipalities of Bergeijk, Best, Bladel, Eersel, Eindhoven, Heeze-Leende, Nuenen c.a., Reusel-De Mierden, Son en Breugel, Valkenswaard, Veldhoven and Waalre.

What is the Broad Offensive?

The "Broad Offensive" bill is a package of measures to get more people with labor disabilities into jobs and keep them employed. The bill includes amendments to the Participation Act and the ordinance requirement. The 'Broad offensive' also aims to make it easier for employers and job seekers to find each other and to stimulate sustainable work.
 

What changes from the current policy?

Many provisions are already described in the current regulation and policies. As much as possible, the changes are recorded in the regulation. For example, municipal offerings for support will be included in the regulation. It will also be drafted uniformly in the labor market region of Southeast Brabant.

The main changes from the current regulation and policy rules are found in outline in 1) the transparent and unambiguous support offer; 2) wage subsidy; 3) income release; and 4) youth up to 27 years of age.

What are the main changes?


Target Group Description:

  • Balance degree of proportionality against social and personal benefit;
  • Cheapest adequate provision.

Application process:

  • Possibility of application by employer and employee;
  • Uniform application process and processing Wage Subsidy.

Outflow premium:

  • Increase from €500 to €1000;
  • Application period of 7 to 12 months (instead of 7 to 18 months);
  • Possibility of awarding the outflow premium to youth up to 27 years of age who partially exit with Wage Subsidy.

Wage subsidy:

  • An application option for wage subsidy by both employer and employee;
  • A decision period on the application (12 weeks) and decision within 5 weeks of determination of wage value;
  • Taking over responsibility of municipalities when employee moves to another municipality;
  • Regulation requirement form administrative process;
  • Possibility of granting LKS with ongoing AOK (within 6 months of start).

Addition of new facilities:

  • Work placement: The purpose of the work placement is to gain work experience or learn how to function in a working relationship. This facility is for residents who are not yet active in the labor market or have a distance to the labor market. The internship lasts up to 3 months with the possibility of a one-time extension.
  • Trial place: The purpose of the trial place is to promote the chance of employment with the employer, the provision lasts as short as possible and for a maximum of 6 months. If flat rate wage subsidy is also possible with a resident is preferred. Prevent employers from abusing cheap labor.
  • Secondment job: An employment contract with a party to be contracted by the college

Asked questions and answers:

Q: To what extent do you follow the law and what choices have you made?

Clarification: To a large extent, the law is followed, but the regulation allows for customization and professional support, such as a quality employee and reintegration coach for the employee. There is room in the regulation to deploy proposed provisions where needed.

Q: It is becoming increasingly complex to reintegrate, what is being done about this?

Clarification: Professional support includes a reintegration coach. The worker enters into a longer reintegration process with this coach. If there are people who have been on welfare longer than five years, they are called for an interview with the reintegration coach.

Q: Thinking about reintegrating people into society. Can people also choose non-paid work, think volunteer work? And how is this defined in the regulation?

Clarification: People are not forced into paid work. It could also be that non-paid work suits someone better. The person himself is looked at, customized work.

In the Participation Act, Article 9 states quid pro quo, in the regulation this is not appropriate and will not be used.

Q: Measurement can be seen broadly, it is also sensitive to vulnerable people on whom assistance is cut. They cannot fend for themselves because they are dependent. What ways are there when things don't go well?

Note: Two individuals are assigned to each employee on the topics of money and housing. The employee has individual interviews. Also, an employee can use the complaint procedure. It is possible for a trusted person to join a conversation for example a village support worker. It is also possible to walk into the CMD, social workers can help residents with this.

Q: What is the trajectory for municipalities?

Clarification: Example the process for Son and Breugel, they have until mid-August for a recommendation. End of August college and then to council.

ASD members indicated that they will further discuss the 2023 reintegration regulation before coming up with an opinion.
