The municipality of Nuenen wants to offer starters in the housing market an opportunity through the Starters Loan, a helping hand in buying their first home. These are people who already live in Nuenen, or who have lived here and - after studying or working in another municipality - now want to settle in Nuenen again.

Second mortgage 

The Starter Loan bridges the difference between the price of the house and the maximum amount you can borrow from the bank according to the National Mortgage Guarantee. The Starter Loan is a second mortgage; or an addition to your first mortgage. You do not have to pay any monthly fees for the first 3 years. 

You can apply for the Starter Loan online and it amounts to a maximum of 20% of the acquisition costs, with a maximum of €40,000.

Construction

The Starter Loan consists of two parts:

  • Starter Loan: a loan portion that is repaid on an annuity basis
  • Combination loan: a loan portion that accrues. 

For both parts, you will have no monthly charges for the first 3 years.

With the Combination Loan, you pay off your Starter Loan for the first 3 years, so to speak. Because this is done through the Combination Loan, you do not have to pay any monthly fees during the first 3 years. Therefore, the Combination Loan always accrues during the first 3 years. After this 3-year period, the interest and repayment on both the Starter Loan and the Combination Loan are determined based on an income test.

Lender: the SVn

The Stichting Stimuleringsfonds Volkshuisvesting Nederlandse Gemeenten(SVn) ultimately provides the Starter Loan to the applicant. 

The SVn manages the fund of the municipality of Nuenen and takes care of the execution of the loan. This is of course possible as long as there is budget available.

Requirements

  • You have not previously owned a property. 
  • You are entitled to stay in the Netherlands. 
  • You are up to 35 years old (in the case of two applicants, this age requirement applies to both). 
  • The property to be purchased is a home in the municipality of Nuenen, Gerwen and Nederwetten. 
  • The home to be purchased has a maximum purchase price of the then current NHG limit (the cost limit in 2025 is € 450,000). If energy-saving measures are co-financed then the limit is 6% higher, namely € 477,000.
  • Your mortgage is covered by the National Mortgage Guarantee.
  • You must occupy the home for which the Starter Loan is applied for yourself. 

In addition to the above Requirements , the following applies:

  • At the time of application, you are living independently in a rental home in the municipality of Nuenen or are cohabiting (e.g. with your parents). In the case of two applicants, this requirement applies to 1 of both applicants. 
  • You do not live in the municipality of Nuenen at the time of application, but have lived here in the past for at least 3 years (independently rented or live-in). In the case of 2 applicants, this requirement applies to 1 of both applicants. 
  • You have employment of at least 20 hours per week with an employer in the municipality of Nuenen that continues for at least 1 year at the time of application. In the case of two applicants, this requirement applies to 1 of both applicants.
  • It is allowed to buy a new-build home with the starter loan. The minimum loan amount is € 2,500 and the maximum loan amount is € 40,000.

Request

If you meet the Requirements , you can submit an application online. After we receive the application form, the following steps are completed: 

  1. The municipality tests whether you can submit an application to the SVn. If you meet the Requirements, you will receive an allocation decision.
  2. You submit your application at www.svn.nl/gemeente/nuenen. You will need the allocation decision with that.
  3. SVn performs the financial test. 
  4. The procedure ends with the financial settlement.

The College of B&W makes an allocation or rejection decision within eight weeks of receiving the application.
