Role and task of city council
To understand how the municipal council works, it is important to know the role of the municipal council in a municipality. The council is the highest governing body of the municipality. The council has three main tasks, each of which entails its own duties:
- People's representation - primarily, the council represents the residents of the municipality. Council members are elected by the voting residents.
- Framework - the council sets the course of policy and provides the Requirements, the frameworks, within which the college can implement this policy. Instruments include the budget, the framework memorandum and other programs.
- Monitoring - after the course has been set and the college sets to work on the various programs, it is important that interim and subsequent monitoring and, if necessary, adjustment take place. This is also a task of the council.
How does the council work?
In the municipality of Nuenen, the city council meets according to the PDO model. PDO stands for forming an opinion, forming a judgment and making a decision. This method ensures that a subject is first properly explored (image), then an opinion is formed (judgment) and finally a decision is made (decision).
Who decides which topics will be covered?
The agenda committee determines which topics will be discussed. All political groups are represented on the agenda committee, with one member from each group. The official organization, citizens and/or social institutions can propose topics. These are subjects about which they want to share information with the council. They can submit a request to the Municipal Clerk’s Office Municipal Clerk’s Office. The Municipal Clerk’s Office s Office then places this request on the agenda of the agenda committee. The agenda committee ultimately decides if, and if so, when the items will be placed on the agenda.
