Court of Auditors

Positioning

The Court of Audit is independent. This means that it is separate from the council, the college, and the civil service organization, as well as from citizens, businesses, and institutions in Nuenen. Although the Court works for the council, it is not part of the council.

Mission of the Court

  • Supporting the democratic process.
  • Strengthen the council's role in popular representation, control and setting frameworks.  
  • Improve the administration and organization of the municipality.
  • Increasing citizens' confidence in municipal government.
  • Deliver reports that are accurate, clear, readable and concise.

The motto is "Improving based on trust, not judging but helping."

Selection of research topics

The Court of Auditors chooses its own research topics. To this end, the Court of Audit keeps itself informed of what is going on in the municipality of Nuenen. This orientation takes place through discussions with political groups, the college, Municipal Clerk’s Office, official organization, following the press and council meetings. In addition, input can come through contacts with citizens, organizations or other courts of auditors in the region.

Methodology

The Court works as much as possible with a framework of standards, which means that the policies being examined must meet certain Requirements .
 

  • The Court bases its conclusions on facts from the investigation. Before conclusions are drawn from the facts, they are checked by the official organization and/or the related parties.
  • Based on these conclusions, the Court makes recommendations.
  • The final report is submitted to the college for an administrative response: to what extent does the college agree with the conclusions and recommendations?
  • Depending on this response, the Court provides an afterword.
  • The full report is presented to the council, the highest body of the municipality.
  • If the council agrees with the recommendations, they should be followed.

Tracking the court of auditors

  • The Court shall prepare a public opening memorandum prior to the commencement of an investigation.
  • Court investigations are open to the public. 
  • Each year by April 1, the Court publishes an annual report, including the annual plan for the coming year.
