Rules for requests for storage units at agricultural entrepreneurs

Recently, many requests have come in from agricultural entrepreneurs to rent premises for storage for third parties. In anticipation of the Environment Program for Rural Areas, there is a need for an internal guideline which will be part of the consideration when requests are made.

The college decided to adopt the "Internal guidelines for requests to use spaces for storage at agricultural entrepreneurs" as a consideration framework when handling environmental permits.

To protect business owners from undermining, the directive states that regular inspections will take place.

Request in principle for expansion of storage space/garage located at Opwettenseweg 126

BPD Ontwikkeling BV is in the process of acquiring land for the Nuenen-West housing plan, which requires part of the Van den Berk family's land. The family is willing to sell, provided they can build an additional storage shed of 72^m2 for their tiling company. This requires a deviation from the current environmental plan.

The college decided to approve the request in principle for the expansion of the storage room/garage by 72 m2.

Beleidsregel Wet Bibob municipality Nuenen 2025

The Bibob Act is an administrative law instrument to protect the integrity of municipal government. The use of the instrument contributes to tackling undermining crime and organized crime. Within the six municipalities of Basisteam Dommelstroom there is intensive cooperation to strengthen resilience against undermining. These municipalities have a uniform Bibob policy. Legislative amendments are now cause for updating this policy.

The college has decided to adopt the Policy Rule Wet Bibob (Bibob Act) Municipality of Nuenen 2025 and have it take effect as of January 1, 2025. The Policy Rule Act Bibob Municipality of Nuenen 2021 will be repealed and will lapse simultaneously with the coming into force of Policy Rule Act Bibob Municipality of Nuenen 2025.

The City Council will be informed of the adoption of the Policy Rule on the Bibob Act Municipality of Nuenen 2025 via a council information letter.

Administrative agreement snelfietsroute Gemert - Eindhoven

For the Gemert - Eindhoven express cycle route, research has taken place into the optimal location of the route and the necessary measures. This has led to agreements for realization that have been laid down in a draft Administrative Agreement (BOK). This BOK is now going through a procedure in the individual municipalities.

The council proposal "Management agreement snelfietsroute Gemert - Eindhoven" is submitted to the council for decision.

Grant ceiling 2025 earmarked social housing reserve

Setting a grant ceiling under the "Social Housing Grant Ordinance 2019" prevents an open-ended nature of the grant scheme. The proposed grant ceiling for the period January 1, 2025 to June 30, 2025 is €183,000 and is in line with the current free space of the earmarked reserve.

The College decided to set the grant ceiling for the period January 1, 2025 to June 30, 2025 at €183,000.

Purchasing strategy remodeling locker facilities E.M.K. and HAN

The sketch design for the rebuilding/renovation and preservation of the locker facilities of the soccer club E.M.K. and the foundation Hockeyclub Nuenen (HAN) is almost completed. The municipality wants to commission a contractor to realize both projects. The estimated total contract value is well below the European threshold value for works of €5,538,000 excluding VAT. Therefore, the multiple negotiated tender procedure is considered the preferred procedure.

The college approves the multiple private tender procedure.

The college decided to adopt the procurement strategy construction team E.M.K. and HAN. The adoption of all documents for the procurement is mandated to the strategic manager Realization.

The signing of the award and rejection letters, the execution of all routine correspondence within the framework of the tender with the entrepreneurs, including the publication of the tender documents, note(s) of information and award decision on the digital tender platform, is mandated to the group buyer Bizob.

Framework land prices and operating contribution 2025

The 2019-2023 Land Policy Memorandum states that land prices and operating contributions are set annually. This is done by adopting the Land Prices and Operating Contributions Framework document. The updated framework includes the land prices and operating contributions for 2025.

The council proposal "Land Prices and Operating Contributions Framework 2025" is presented to the council for decision.

Award advice on maintenance of public lighting municipality of Nuenen

A multiple negotiated tender was followed for the maintenance of public lighting. After submission of the tender by the contractor, it was found to exceed the European threshold. The college is asked to adopt the award recommendation and the contracting agreement.

Evaluation and continuation of regional disputes committee

As of January 1, 2021, the Regional Disputes Committee Brabant-Zuidoost (further: the Committee) was started. About 30 municipalities/communal arrangements are affiliated with this to implement article 11.5 of the Collective Agreement for Municipalities/Coao SGO. It was recently evaluated and is proposed to be extended.

The college decided to agree to the amended Cooperation Agreement Regional Disputes Committee Brabant-Southeast, to the amended Regulations Regional Disputes Committee Brabant-Southeast and to adjust the requirement for the appointment of a chairman.

Administrative agreement on the establishment of a shelter in Nuenen.

In order to establish an AZC at the Pastroosmast, an agreement will be concluded with COA. This management agreement has been developed over the past few months in close official consultation with COA. The security plan has been discussed and approved with COA, the police and mayor.

The college decided to enter into the board agreement on the establishment of a reception center in Nuenen including the additional working agreements and the safety plan.

Administrative order social domain, grip and insight

The Social Domain Policy Framework was recently adopted by the council. The next step is to implement the vision from the policy framework in the organization. In order to get more grip and insight. A management assignment has been drawn up for this purpose.

The college decided to adopt the management order "Social Domain, grip and insight" and agreed to implement the actions listed in the management order.

Addenda and cooperation agreement Youth CarePlus 2025

The five youth aid regions in East Brabant and North and Central Limburg jointly purchase JeugdzorgPlus. The agreement runs until December 31, 2024. The college approves the extension of the agreement JeugdzorgPlus landsdeel Zuidoost-Nederland for 2025.

The college decided to adopt the 2025 addenda and rates for three Youth Care Plus providers. The college agreed to the elimination of the exceptional costs rule and adjust the conditional authorization rate to 2025 price level. The college agreed to include an option in the addendum that Via Jeugd may relocate a maximum of two groups of six youths in 2025, after consultation and with the prior agreement of Southeastern District. The college agreed to a one-year extension of the collaboration covenant contract management Youth Care Plus landsdeel Zuid oost 2021-2024.

Project redevelopment residential trailer site Bosweg - new layout

Over the past period there have been consultations with the residents about the new layout of the Bosweg caravan site. As a result, there is now a proposal for the new layout of the sites.

The college decided to approve the new layout of booths for

the Bosweg trailer site and agree to a mix of purchase and

rental trailers at the Bosweg site.

The college decided to commission the following items:

- the procurement process of the new caravans

- public space design

- forming integral files + concluding the settlement agreements for

residents, who are going to move from an existing pitch to a new one

Enter into contracting agreement remodeling Convent

The non-public European tender for the renovation of the Monastery has been completed. This procedure was completed according to the previously adopted procurement strategy June 20, 2023. Normally, the signing of the agreement(s) is mandated. In the college decision on the procurement strategy, it is included, that the entering into the agreements is still submitted to the college of B&W.

The college decided to enter into the contracting agreement. Mayor grants permission to Alderman Löwik to enter into the building contract.
