Reporting undesirable rental behavior

You may choose to make the report anonymously.

Are you looking for or renting a home from a landlord? Do you think the landlord discriminates or threatens you, asks for too high a deposit or charges unfair service charges? Then you can report undesirable behavior by landlords to the municipality of Nuenen.

Needed with your report

  • Your name, address, phone number and e-mail address.
    You can also report anonymously. You will then not give your details. 
  • Details of the landlord or rental agent about whom you are making the report.
  • The address, if it is a property you rent or want to rent.
  • Description of the situation, if possible with photos and attachments.

For whom 

You can report unwanted behavior by a landlord if:

  • You are looking for a private rental property (not from a housing association).
  • you rent a property from a private landlord or rental intermediary. A rental intermediary puts tenants in contact with private landlords.
  • You are a foreign worker with a work-hire contract. You then work and live through an employment agency.

Do you rent from a housing association? The law also applies to housing associations. If so, contact the housing corporation that rents the property. They will handle the notification themselves. Are you unable to reach an agreement with the housing corporation? Contact the independent arbitration board to which your housing corporation is affiliated. You can find the contact details of the independent disputes committee on the website of your housing corporation.

What can you report? 

You can report inappropriate behavior in the following situations.

Landlord:

  • discriminates against you (a landlord may not choose a tenant on the basis of nationality, religion, creed, political affiliation, race, gender, disability, sexual orientation or any other ground);
  • scares you;
  • asks for too high a deposit (more than 2 months of bare rent);
  • does not make a written rental agreement (a rental agreement must always be in writing and on it are both the landlord's name and your name);
  • does not give you good information about:
    • your rights and obligations when renting the property (which are not in the lease)
    • the amount of the deposit and when you will get it back if the lease ends
    • information on how to contact the landlord
    • contact information of the hotline for undesirable rental behavior
    • the service charges: you should get a complete breakdown of the costs

The rental intermediary:

  • brokerage fee

Additional rules in the case of a migrant worker:

  • the lease may not be attached to an employment contract;
  • the rights and obligations must be written in a language that the migrant worker understands.

Cost

Free of charge. There is no charge for reporting unwanted rental behavior. 

After your report

  • You will be notified of your notification. The Municipality of Nuenen will assess your notification as quickly as possible. It is not always possible to inform you about this. For example, because you filed the report anonymously.
  • Does it turn out after your report that the rental of the property does not comply with the rules? Then the municipality can force the landlord to rent the property according to the rules. Or it will fine the landlord. If the situation is not very urgent, the municipality checks the notification later.

How long does it take?

An employee of the municipality will discuss with you how to address the situation. How long it takes to address the report depends on the situation. The municipality may want to forward your report to a third party. Before we do this, we will contact you. You will receive a message about this.

Good to know

Check notifications

The municipality cannot check, use or resolve all reports. Sometimes we have to make a file and that takes time. Good reports are therefore very important. Reports of serious situations and reports with good information are always taken up by the municipality.

Good Landlord Act

Since July 1, 2023, there has been the Good Landlord Act. This law applies throughout the Netherlands. This law contains clear rules to which a landlord must adhere. If a landlord does not comply with these rules, a tenant can report this to the municipality of Nuenen.
