What is it?
To drive your car from your own property onto the public road (or vice versa), you need an environmental permit for an egress. This allows us to assess whether this can be done safely at the desired location, for example.
To make this ingress or egress properly possible, a modification of the public space is often required. This modified pavement is called a driveway after it is constructed. Even if no modification of the public space is necessary, you need a permit to enter or exit your property at the desired location.
Without the environmental permit for an egress, you may not make any modifications to the public space. Moreover, you may never make these adjustments yourself. When making your application, pay particular attention to the points below. This is because we will assess your application on:
- the usability of the road
- the safe and efficient use of the road
- the protection of the external appearance of the environment
- the protection of green space in the municipality
- the usability of a public parking lot
- conflict with other laws and regulations
Based on the General Municipal Ordinance, we assess what is possible.
Does the egress interfere with the use of the road?According to the General Municipal Ordinance, an egress may not interfere with the safe and easy use of the road.
Is it a safe place for an egress?According to the General Municipal Regulations, an egress must not interfere with the safe use of the road.
Appearance of streetscapeThe application will be judged on the appearance of the streetscape. If there is detriment, the egress will not be granted. For example, making an (exit for a) parking space in the front yard is usually not allowed.
Will the exit be at the expense of public greenery or public parking spaces? According to the General Municipal Regulations, an exit may not affect public greenery. In addition, we assess whether a public parking space may disappear for an exit. In general, we do not allow the disappearance of a public parking space.
How long does it take?
The municipality decides within 8 weeks of receiving your application. The municipality may extend this period once by 6 weeks.
I don't get a permit. What now?
If you do not get a permit, you may not carry out your plans. Have you not received a permit and do you disagree? Then you can object.
What does it cost?
You pay a permit fee and construction fee for the construction of an egress.
The permit fee for an application for an environmental permit for a driveway costs €353.20 for a new driveway and €176.60 for changing an existing one. Even if you do not get a permit.
In addition, you will receive a bill for the construction costs of paving the egress. If you have received an environmental permit for an egress, contact the Public Works Department (at 040 2631 631). We will then hire a contractor to construct the driveway. Once you have paid the bill for the cost of the work we will schedule the construction of the egress.
Note! Construction costs may include the cost of having a light pole or street gully moved, for example. You may not change anything in the public space yourself.
