Permit application

What is it?

If you are going to build or renovate, you will have to deal with rules relating to safety, health, your surroundings and neighbors. For example, think of the environmental plan, welfare requirements, building regulations, building regulations and sustainable renovation. All buildings must comply with the rules set forth herein, even if no permit is required.

What to do.

Do you need an environmental permit or not?

Use the permit check to find out if you need an environmental permit for construction. Sometimes you also need a permit for other activities. For example, for cutting down a tree. Or for constructing an exit.

Not sure if your building plan is permit-free? Then contact the municipality.

Before applying for an environmental permit, we recommend that you first submit a request in principle. A request in principle is used to examine the feasibility of your plan on the basis of sketchy drawings.

Municipality's environmental plan

If you want to build or renovate, you must take into account the municipality's environmental plan. In the environmental plan, the municipality determines what may happen to the space in the municipality. For example, where houses or businesses may be built and what dimensions they may have.

Welcoming requirements of the municipality

You must also take into account the municipalities' building standards. These can be found in the building regulations memorandum. This memorandum contains the Requirements that your building plan must meet. For example, whether your building is architecturally or aesthetically in keeping with its surroundings.

Building ordinance of the municipality

Building plans must also comply with the municipal building code. The building ordinance will eventually disappear. There are now 3 regulations left:

  • urban planning regulations;
  • regulations to prevent construction on contaminated soil;
  • procedural welfare regulations.

Quality of Living Environment Decree

When building or renovating, all clients in the construction industry have to deal with the building regulations of, among others, the Decree on the Quality of the Living Environment. This decree contains regulations on (re)construction of buildings, on the state and use of buildings, open yards and sites, on demolition and on safety during construction and demolition.

Consultation with neighbors about (re)construction plans

It is wise to discuss building plans with your neighbors in advance. You can prevent problems. Neighbors may object to your building plans. First see if you can work it out together. Can't work it out together? Then you can get legal advice from the Juridisch Loket.

Apply for a permit to build or renovate

You can arrange the permit online. For this you need DigiD (individuals) or eRecognition (companies). If you do not yet have a DigiD, you can apply for one via DigiD. eRecognition can be applied for via eRecognition.

Guide to anonymizing permit applications

A permit application submitted to the municipality must be made available for inspection by us for interested parties. This applies not only to the application itself, but also to all documents supporting the application (such as reports and construction drawings). The documents provided may contain sensitive data. For example, names of your client, your own employees or officials you have spoken to. Reports and designs may contain company information that is confidential and whose disclosure must be prevented, such as costs or security measures. Making that information available for inspection may result in a risk to your client or to your own organization. After all, you may not simply share information about a person (an employee or a client) or about a company (your own company or a client) with third parties. But this information must be shared with the government organization, otherwise it will not be possible to assess the permit application. With this guide we help you to make choices in submitting the documents to the government organization, so you will not be faced with surprises. Following this guide will prevent any problems with personal data of your own staff and problems with clients regarding company data and privacy. You can find this guide via the koopoverheid.nl website.
