A special investigating officer (boa) is an official with special investigative powers. This means that a boa may investigate certain criminal offenses and complement the police with his/her knowledge. Boa's are deployed by the municipality to maintain safety in public spaces. They have an important role in enforcing the law and preventing nuisance.
Promoting livability
The boa's help to promote livability in the municipality. They try to help, to be of service and perform their duties as hospitably as possible to make it as pleasant as possible for everyone. Informing people, speaking to people and addressing them are part of this. Changing undesired behavior into desired behavior is an important starting point. Sometimes a good conversation or a warning is sufficient and sometimes a fine is necessary.
Powers of boa's
As an investigating officer, the boa may check identities, draw up official reports, issue warnings and fines, and stop people if they are suspected of a criminal offense. In addition, the boas are designated as supervisors for a number of laws and regulations. To this end, they can use special powers, such as entering a site without permission or taking photographs.
Core tasks of boas
The boa's of the municipality of Nuenen may enforce in public spaces within the municipalities of Nuenen, Gerwen and Nederwetten. The core activities are:
- Monitoring the proper presentation of waste / waste dumping
- Supervision of stray dogs and dog waste
- Supervision of youth nuisance and loitering groups / HALT referrals
- Monitoring parking violations
- Supervision around schools
- Engage with residents about reports of nuisance in the neighborhood or district
- Checking for bicycles in hiking areas
- Contol of residential addresses
- Assistance
- Control Beverage and Catering Law
- Control nature reserve
- Supervision of fireworks nuisance
- Supervision of illegal placement of objects in the public space and displays / advertisements
- Supervision of pasting / daubing of objects in public spaces
- Supervision of other APV facts and local ordinances
- Supervision in natural areas in cooperation with neighboring municipalities and the Forestry Commission; especially supervision of wildcrossing and dogs running loose outside off-leash areas.
