Flooding in Tweevoren

In the Tweevoren neighborhood, some residents are experiencing flooding. For some, this is an inconvenience; for others, it is a major disruption. To the resident(s) of this building,

Residents of your neighborhood have been experiencing flooding for some time now. You previously received a letter from us regarding a municipal investigation into the causes of this flooding. The municipality commissioned a specialized firm to conduct this investigation. The investigation focused on the soil composition and the groundwater level. Flooding in the neighborhood has several causes: rainwater and groundwater. The municipality has a role to play in preventing damage caused by rainwater. The responsibility for preventing damage caused by groundwater inside homes lies with the residents of the properties where the flooding occurs. We’ll explain this in more detail below.

Problems Caused by Rainwater

During heavy rainfall, rainwater can flow from public areas toward homes. This can lead to temporary flooding near building facades, basement entrances, or drain grates.

The municipality has set aside a limited amount of funding for 2027 to improve stormwater collection where possible. In mid-2026, we will assess whether—and, if so, which—small-scale measures on the street could provide a solution and are feasible. We began the assessment last week. We will keep you informed as soon as we have more information.

For the longer term, we are exploring whether we can incorporate these improvements into other projects—such as those related to climate adaptation, the energy transition, or neighborhood revitalization. However, there are currently no concrete plans or budget available for this.

Problems Caused by Groundwater

The soil in Tweevoren consists of various layers, including loam. Loam has poor water permeability. As a result, rainwater seeps into the ground very slowly. During wet periods, the groundwater level always rises. In Tweevoren, this rise can be more pronounced due to the very slow infiltration. There is a high probability that the groundwater level will rise higher than the basements.

At a number of homes, groundwater is seeping in through the walls and floors. Some residents have asked the municipality questions about this, including who is responsible. The municipality has sought legal advice on this matter. The advice indicates that, as a homeowner, you are responsible for keeping your property watertight, just as you are responsible for keeping the roof watertight. This can be achieved by having the basement walls sealed or made completely watertight.

The hydrological research agency states that there are no realistic measures the municipality could take to resolve the groundwater issues. Structurally lowering the groundwater level is practically impossible, and

Furthermore, this is not advisable, as it would lead to drying out. In addition, this poses risks to the homes, such as subsidence.
