1. Opening and setting agenda
The chairman opened the meeting.
Hasan Baykir, new interim senior policy officer for Social Domain would be present to introduce himself. It was decided that Hasan would join in March to present the Social Domain vision.
The agenda was adopted.
2. Adoption of report November 16, 2023
Item 3. Announcements ASD, question monitor Social Domain.
Feedback from Luuk: The vision Social Domain will not be presented to the ASD for agreement. It is for information purposes. At the end of January 2024, two council members will visit the Alderman to discuss whether they like the current way of providing information to the council and whether there are areas for improvement.
Response from the ASD: The approach of presenting the Social Domain Monitor to the ASD first was to avoid questions in the council. Therefore, can't the process be reversed?
Luuk passes on the ASD's response to the colleagues dealing with the Social Domain Monitor.
Item 2. General question: what date does the municipality use as the start date for an application under the Youth Act (2nd line care)?
The question is rephrased: What is the start date of the application? When the application is submitted to the counter or when the application reaches the counselor?
This must be known due to the eight-week objection period.
Answer: The application start date is when the application is submitted to the counter.
Article 5 paragraph 1 of the Youth Care Ordinance Municipality of Nuenen 2023 states the following: "If an application for an individual provision is submitted to the college, the college shall conduct an investigation together with the youth or his parents or legal representative as soon as possible, but at the latest within six weeks. In consultation with the college, the youth or his parents may amend the application during the investigation."
The minutes of November 16, 2023 are hereby adopted.
3. Announcements ASD
There are no announcements.
4. Communications Alderman
There will be a technical amendment in the Measures Regulation with technical pieces. The Measures Regulation will be submitted to the ASD.
Question from the ASD: The ASD wants to know which parts of the Regulation on Measures are legal and which parts the municipality of Nuenen has completed. Also whether there is a factual summary of the past year?
Response: Luuk will invite the policy officer for Work and Income to explain the Regulation on Measures at the next meeting of the ASD. Subject to the policy officer Work and Income succeeding in shaping the Regulation on Measures before the next meeting. Scheduled to be presented to the council in early February or March.
Proposal Alderman: the Alderman gives consideration to welcoming an experience member of the WSD client council as a member of the ASD. There is room for this in the next search for new members for the ASD. Incidentally, it is not possible for ASD members to participate in the WSD client council. The WSD has regular days to visit. Of course, when welcoming a member of the WSD client council to the ASD, proper guidance should be offered.
Stavaza debt relief (process)
The certificate presentation is on Jan. 29, 2024 from Debt Helpmate.
Process: Debt assistance will be on the agenda at the next ASD meeting. A debt relief worker from the LEV Group will be asked to provide clarification at the meeting.
Luuk reviewed the RIS system, which is an early warning system for debt assistance.
There is an initiative of the church communities, "getting ahead together" for residents who are not aware of the schemes and are afraid to report if they are in trouble.
A Minimagids is being prepared, a guide to all the schemes available in the municipality of Nuenen. The Minimagids will be distributed at the LEV group, Stichting Leergeld, library, town hall, social media and Schuldhulpmaatje. It might also be an option to place the mini guide at the food bank, Weverkeshof, GPs, community center and church. Action item Luuk.
Question from the ASD: Will the booklet be issued in different languages?
Initially, the mini guide will be issued in the Dutch language. This will take into account the language level so that the text is understandable for the target group. The idea of producing the booklet (the mini guide) in several languages will be taken for consideration.

'Questions to the Alderman' has been changed to 'questions to and from the Alderman'. In order to make it easy to ask a question to the Alderman as well.

Joint Arrangement Act, all municipal arrangements need to be adjusted. Some have already been adjusted. A council information letter has been prepared indicating that the changes for WSD still need to be made. Moved from Q1 to Q2. Is a technical adjustment of the regulation. A legal nature under the amended law.
Is not about content, are purely technical changes and therefore no advisory role for the ASD. Is not about how to deal with the target group.
This item will not return to the ASD.
8. Residential Care Vision
Consists of two parts analysis and vision. On December 13 there was a presentation at which Carola was present. The analysis is finished and reactions from the ASD were received and processed. Now the second part, the vision, is being prepared. This will be finished in February or March and will also be presented to the ASD for advice. The question is whether the ASD recognizes itself in the vision.

The Council Information Letter is an information system between the college and the council. These are not new policies. The Council Information letters are publicly posted by the clerk at https://nuenen.raadsinformatie.nl.
