Review of the climate challenge calculation tool

On November 25, 2025, the municipal executive decided not to purchase the climate challenge calculation tool. Because this decision did not align with agreements previously made at the administrative level, the matter was discussed at the POHO Ruimte meeting of the Eindhoven Urban Area on February 12, 2026. As a result of that discussion, the proposal will be resubmitted. 

The council has approved the implementation of the climate challenge calculation tool.
 

The council has decided to implement the climate challenge calculation tool on a non-binding basis until January 1, 2027, in order to gain experience and make adjustments. A decision regarding whether to make the calculation tool mandatory will be made after January 1, 2027.

Council Information Letter: Road Safety Analysis of Intersections on Europalaan

On April 10, 2025, a motion was submitted regarding “traffic safety at intersections on Europalaan.” The motion was deferred with the executive committee’s commitment to provide the council with an update on the current status. A traffic safety analysis was conducted at the Kapperdoesweg intersection to determine the necessary measures. On December 18, 2025, the council approved the implementation of the additional measures. The municipal executive has committed to conducting a similar analysis for the other intersections on Europalaan as well.

The council has decided to implement short-term measures as soon as possible, within its financial means, and to postpone the medium- and long-term measures until the evaluation of the Europalaan-Kapperdoesweg intersection and the measures on Geldropsedijk have been completed.

Council Information Letter: Map of the 2040 Mobility Plan for the Eastern Subregion

The map titled “Mobility Plan for the Eastern Subregion 2040” shows the key mobility projects and goals for the coming years. The map provides a comprehensive overview of existing and promising public and light rail connections, including potential route alternatives, Brainport hubs, regional hubs, high-quality bicycle routes, road routes, and the most significant regional bottlenecks, such as the Beekse Bridge and the connections to the A67 and N279. Project preparation and implementation will follow standard (decision-making) procedures.

The council has decided to approve the mobility plan map for the Eastern Subregion 2040.

Annual Report on the LEA/Early Childhood Education Policy for Addressing Educational Disadvantages 2025

The municipality of Nuenen has a policy on educational disadvantage designed to help children who are falling behind in school. This includes early childhood education (ECE) and the Local Educational Agenda (LEA). The municipality is required to report on these initiatives to the Education Inspectorate.

The council has decided to adopt the 2025 Annual Report on the Policy for Addressing Educational Disadvantages (LEA/vve).

Decision on the objection regarding the historic field boundary, watercourse, and path 't Hoefke/Kleine Heiakker

An appeal has been filed against the Woo decision of November 10, 2025, granting the request of October 14, 2025. The Appeals Committee recommends that the appeal be dismissed as unfounded and that the decision of November 10, 2025, be upheld. 

The council, having adopted the recommendation of the appeals committee, has decided to declare the appeal admissible but unfounded and to uphold the decision of November 10, 2025.

Approach to Flooding in Tweevoren

The Tweevoren neighborhood is experiencing flooding due to high groundwater levels. An investigation has shown that the groundwater issues are not caused by municipal actions and that any necessary modifications to homes are the responsibility of the owners. 

The municipal council has decided to adopt the legal opinion that the municipality is not responsible for leaks in parts of homes located below ground level. Residents of Tweevoren will be informed of this decision by mail.

In addition, the municipal executive has decided to implement a number of small-scale measures in public spaces in anticipation of potential long-term measures, such as installing additional storm drains or installing a linear gutter.

Decision on the Appeal: Stad van Gerwen 3B

An appeal has been filed against the denial of the environmental permit dated September 11, 2025. The Appeals Committee considered the appeal on February 3, 2026, and issued its recommendation on February 27, 2026. The Committee recommends that the appeal be declared admissible but unfounded and that the decision of September 11, 2025, be upheld, with additional reasoning regarding the AAB’s recommendation. 

The council has decided, in accordance with the recommendation of the Appeals Committee, to declare the appeal admissible but unfounded and to uphold the contested decision of September 11, 2025, while providing additional reasoning regarding the AAB’s recommendation. 

The Board has decided to deny the request for reimbursement of legal costs pursuant to Section 7:15 of the General Administrative Law Act.

Steel slag in semi-paved surfaces

The decision by the Ministry of Infrastructure and Water Management regarding a temporary ban on the use of steel slag has led to a reassessment of the use and presence of steel slag in the municipality of Nuenen. Following the informational meeting held on January 15, 2026, a recommendation has been drafted for the council. 

The council proposal titled “Steel Slag in Semi-Paved Surfaces” is being submitted to the council for a decision.

Special Assistance Policy Rules 2026

The municipality of Nuenen has established policy guidelines outlining how it implements special assistance under the Participation Act. The current policy guidelines for special assistance date from 2019 and are due for an update. In addition to several substantive policy changes, the new guidelines have also been drafted in clearer language to improve accessibility.

The municipal council has decided to adopt the 2026 policy guidelines for special assistance in the municipality of Nuenen and surrounding areas.

Grant application to accelerate housing construction from Beethoven scheme

Beethoven Wonen is a joint program of the national government, ASML, the Province of North Brabant, and the 21 MRE municipalities. This program provides grants to accelerate housing development projects. The proposal is to apply to RVO for a grant for the Hoekstraat Nederwetten housing project to cover land development costs (GREX). 

The council has approved the application for a grant under the Beethoven Program for the Hoekstraat Nederwetten project, as well as the cover letter accompanying the grant application. 

The council has decided to cover the necessary co-financing—which cannot be covered by a grant from the Social Housing Fund—using funds from the general land development reserve, via a council proposal to be submitted at a later date.
