04 Amendment to the Nuenen and Surrounding Areas Environmental Plan—Gerwen Core Section
The “draft amendment to the Nuenen and surrounding areas environmental plan—Gerwen Core section” is the first step toward a comprehensive environmental plan for the area. Following the announcement that the draft amendment is available for public review, members of the public have six weeks to submit comments on the draft amendment.
The council has decided: 1. To approve the “draft amendment to the Nuenen and Surrounding Areas Environmental Plan—Gerwen Core Section.” 2. To make the “draft amendment to the Nuenen and Surrounding Areas Environmental Plan—Gerwen Core Section” available for public review for a period of six weeks and to submit it to the province and the water board for preliminary consultation. 3. To inform the City Council via a council information letter.
05 Wishes and Concerns Regarding Participation in the Knooppunt Coordination Foundation for Regions and the Central Government (KCR2) VRBZO
In recent years, the importance of supraregional and national cooperation in crisis management has continued to grow. Recent crises have shown that issues are increasingly transcending the regional level. Safety regions are therefore collaborating with the national government on the Regional-National Coordination Hub (KCR2), a national center for operational information exchange and crisis coordination. The city council will have the opportunity to express its wishes and concerns.
The council proposal titled “Comments and Concerns Regarding Participation in the Knooppunt Coördinatie Regio’s-Rijk (KCR2) Foundation by the VRBZO” is being submitted to the council for a decision.
06 Process for “Early Application” for Transmission Capacity and Electricity Grid Priority for Education and Housing Construction Projects
The municipal council has adopted the policy guidelines titled “Priority Application for Transmission Capacity for Housing Projects in the Municipality of Nuenen and Surrounding Areas” for including and prioritizing housing projects on a waiting list for applying for transmission capacity and priority access to the electricity grid. These policy rules ensure a transparent and equitable assessment of housing projects that the municipality submits to the grid operator through the “Early Application” process. Educational projects are also eligible for the “Early Application” process and are placed on the priority list according to a prioritization framework. Regarding the necessary procedural steps to ensure the timely implementation of the policy rules, the Spatial Development Alderman s and the Development Department Manager have been mandated/authorized to make decisions on this matter. The Executive Board will inform the City Council via a council information letter.
The council has decided:
1. To adopt the policy rules for priority applications for transmission capacity for housing projects in the municipality of Nuenen and surrounding areas. 2. To grant a mandate to the Spatial Development Alderman , to adopt the draft priority list and the final priority list. 3. To authorize the Development Department Manager to issue the administrative statement as referred to in Article 7.21, paragraphs 3 and 4, of the 2026 Electricity System Code. 4. To include educational projects on the draft and final priority lists to be generated and to give higher priority to construction projects for the expansion or replacement of existing schools—already included in the Comprehensive Housing Plan—over residential construction projects; furthermore, to rank new school construction projects combined with residential construction one level higher than the corresponding residential construction project. 5. To approve the pre-financing of the contribution toward the connection costs that must be paid after submitting the application. 6. To inform the council via a council information letter.
07 Application for a Reimbursement of Expenses Incurred in Locating Explosive Remnants of War from World War II
The municipality of Nuenen received a document from 1943 describing that incendiary bombs had been buried at the Tomakker site. In collaboration with the police and certified parties, a search for explosive remnants of war was conducted—under mandatory archaeological supervision. The Municipal Fund has a program under which municipalities can receive a supplement as part of their general allocation. The supplement can be requested through a council resolution.
