List of Measures for the Local Insulation Initiative Grant Program
Version 1: For Owner-Occupied Homes
(Last updated: August 2026)
| 1 | Energy-saving measure | Minimum number ofsquare meters | Minimum Rd value or maximum U-value* | Comments |
| 2 | Cavity wall insulation | 10m² | Rd value ≥ 1.1m² K/W | |
| 3 | Façade insulation | 10m² | Rd value ≥ 3.5m² K/W | This applies to the interior or exterior of the facade. You will not receive a grant for interior walls or partition walls. |
| 4 | Roof insulation | 20m² | Rd value ≥ 3.5m² K/W | |
| 5 | Attic/Loft Floor Insulation | 20m² | Rd value ≥ 3.5m² K/W | |
| 6 | Floor Insulation | 20m² | Rd value ≥ 3.5m² K/W | |
| 7 | Floor Insulation | 20m² | Rd or Rbf ≥ 3.5 m²K/W | |
| 8 | HR++ glass | 3m² | U-value ≤ 1.2 W/m²K | |
| 9 | Triple-pane glass | U-value ≤ 0.7 W/m²K | ||
| 10 | Vacuum Glass | U-value ≤ 0.7 W/m²K | ||
| 11 | Insulation panel | U-value ≤ 1.5 W/m²K | ||
| 12 | Insulated door | U-value ≤ 1.2 W/m²K |
The requirements for surface area and insulation values are specified in the “ Requirements ” (Guidelines for Energy-Efficient Housing) for the ISDE subsidy. The requirements for the ISDE subsidy are therefore the guiding principleshttps://www.rvo.nl/subsidies-financiering/isde/woningeigenaren/isolatiemaatregelen#Requirements-insulation
You can receive a grant to cover all costs necessary for implementing the energy-saving measure(s). For example, insulation materials, labor costs for the contractor, and finishing materials such as drywall and paint/plaster.
*The higher the Rd value, the better the insulation. The lower the U-value, the better the insulation.
Version 2: For owner-occupied homes that are designated historic landmarks
| 1 | Energy-saving measures | Minimum number ofsquare meters | Minimum Rd value or maximum U-value* | Comments |
| 2 | Cavity wall insulation | 10m² | Rd value ≥ 1.1m² K/W | |
| 3 | Façade insulation | 10m² | Rd value ≥ 2.5m² K/W | |
| 4 | Roof insulation | 20m² | Rd value ≥ 2.5m² K/W | |
| 5 | Attic/loft Floor Insulation | 20m² | Rd value ≥ 2.5m² K/W | |
| 6 | Floor Insulation | 20m² | Rd value ≥ 3.5m² K/W | |
| 7 | Floor Insulation | 20m² | Rd value ≥ 3.5m² K/W | |
| 8 | Front or rear glazing | 3m² | U-value of glass ≤ 3.0W/m²Kif the measure is implemented by January 1, 2026 U-value of glass ≤ 5.8W/m²Kif the measure is implemented as of January 1, 2026 | May be used as a replacement for or addition to glass (window) surfaces, frame panels, or doors |
| 9 | Insulated window frame panels | Panel U-value ≤ 2.0W/m²Kif the measure is implemented by January 1, 2026 Panel U-value ≤ 3.0W/m²Kif the measure is implemented on or after January 1, 2026 | ||
| 10 | Insulated door | Door U-value ≤ 2.0W/m²K |
*The higher the Rd value, the better the insulation. The lower the U-value, the better the insulation.
Ventilation Measures for All Types of Owner-Occupied Homes
