Orange neighborhood redevelopment step closer - signing antecedent agreement

On Thursday, July 10, 2025, Patrick KokAlderman municipality of Nuenen) and Sylvester Putters (director-director of Helpt Elkander) signed the anterior agreement for the redevelopment of the Oranjebuurt. This agreement sets out clear agreements between the housing foundation and the municipality on this project.

Helpt Elkander presented its plans for the redevelopment of the Oranje neighborhood to local residents and other stakeholders during several participation meetings and walk-in evenings. Based on the reactions during these meetings, the plans were further elaborated together with the municipality and other parties involved. In particular, adjustments were made in the area of landscaping. The modified plan was received very positively by both the sounding board group and the local residents.

Granting Out-of-plan Environment Activity (BOPA).

On Nov. 18, 2024, the Municipal Executive approved an agreement in principle for the redevelopment of part of the Orange neighborhood. According to the municipality's policy, the Buitenplanse Omgevingsplanactiviteit (BOPA) cannot be formally granted until two Requirements are met:

  1. A positive opinion from the City Council within the framework of the advisory right.
  2. A signed antecedent agreement. 

On April 10, 2025, the City Council gave a positive opinion on the BOPA and on July 10, 2025, the anterior agreement was officially signed. This agreement contains agreements on the costs (such as site preparation and construction), the sale and delivery of the land, the planning of the work and the landscaping of the project, among other things.

Now that both Requirements have been fulfilled, the BOPA can be formally granted. This marks an important step toward the actual realization of the redevelopment of the Orange neighborhood.

Redevelopment

The redevelopment involves the demolition of 22 existing ground-level homes and the new construction of 40 stacked homes in the form of 20 apartments and 20 ground-level homes. This project will not only expand the housing stock, but also improve the quality of the living environment.

Collaboration

The plan for the Oranjebuurt was created in cooperation with the municipality of Nuenen, Helpt Elkander, KAW Architects and Laride | Hart voor Huisvesting. The plan will be realized by Van Santvoort together with VFO Architects.
