The municipality of Nuenen and Wooninc. are joining forces to focus on seniors, affordable housing, and caring neighborhoods.
On Wednesday, January 28, the municipality of Nuenen, housing association Wooninc., and tenant organizations signed the new performance agreements for 2026–2030. With these agreements, the parties are building on the agreements made in previous years and are jointly taking the next step in addressing the continuing pressure on the social rental sector. The emphasis is on good housing for seniors, now and in the future.

The pressure on the social housing market in Nuenen remains high. In recent years, the focus has therefore been on adding social housing, partly to offer seniors suitable housing alternatives and to facilitate mobility. This course will be continued.
In the revised Housing Deal, it has been agreed that Nuenen will add 335 social housing units between 2022 and 2030."With plans for a net expansion of 351 social housing units, we are showing that we are well on our way to achieving this goal,"says Ronald Frins, director of operations at Wooninc. These include the Vinkenhofjes (137 homes), Lyndakkers (10 homes), Oranjebuurt (40 homes), Kloostertuin (38 homes), Boschhoeve (30 homes), and Eikenhof (10 homes in Nederwetten).
Opportunities for mid-range rentals and affordable home ownership
Where opportunities arise for the construction of mid-range rental homes, Wooninc. will enter into discussions with the municipality via its subsidiary Stayinc. in order to make the most of these opportunities. Attention will also be paid to opportunities for affordable home ownership, appropriate to different stages of life. Wooninc. and the municipality intend to build approximately 50 mid-range rental apartments in addition to social rental apartments in the Boschhoeve plan.

Accelerating housing construction remains necessary
Accelerating (spatial) procedures remains an important focus area. In order to maintain control over the progress of housing projects and to be able to resolve any bottlenecks more quickly, the municipality and Wooninc. have set up a separate consultation forum in which ongoing real estate developments are monitored jointly.
Focus on seniors: housing, Health well-being connected
The aging population in Nuenen requires an integrated approach that combines housing, Health welfare. In line with the Residential Care Vision, the municipality, Wooninc., and Woonzorg Nederland are making concrete agreements to enable seniors to live independently and comfortably for as long as possible.
At the end of 2025, the municipality and relevant parties signed the implementation program for the Residential Care Vision. As part of this, the parties will make concrete agreements this year about the realization of 8 to 10 places for sheltered housing. In addition, the content of the Social Support Act (Wmo) regulation will be assessed in 2026, with Wooninc. being actively involved.
Building caring neighborhoods
In 2025, the municipality of Nuenen, Wooninc., Woonzorg Nederland, Archipel, and LEVgroep started building caring neighborhoods. In various working groups, parties are working together with residents to create a healthy and engaged Nuenen, where residents can continue to live independently for as long as possible in a safe and accessible living environment.
The initial focus will be on Nuenen-Zuid (around the new Vinkenhofjes development) and Nuenen-Centrum/Noord (around the Akkers). In 2026, work will be done to establish a cooperation agreement setting out arrangements for collaboration and responsibilities. The objectives are in line with the Residential Care Vision and the Social Domain policy framework of the municipality of Nuenen.
A point of contact for housing, Health well-being
A new development is the creation of a senior citizens' desk, which Wooninc. will set up together with partners for housing, Health welfare in Nuenen. This desk will be a central point of contact and information for senior citizens and their loved ones who have questions about suitable housing, (Health) support, and facilities. The desk will contribute to people living independently at home for longer and promote mobility in the housing market.
Attention for trailer park residents
In addition to seniors, the performance agreements also focus on other residents with specific housing or care needs. For caravan dwellers, the municipality of Nuenen and Wooninc. are working on a cooperation agreement for the intended takeover of the management and operation of the Bosweg location. We are also investigating a new location in Nuenen-West with the municipality.
Merger strengthens impact in Nuenen
The merger brought together the knowledge, resources, and capacity of the former Helpt Elkander and Wooninc. This gives Wooninc. more clout to tackle social housing and social challenges in Nuenen. Wooninc. had already taken over Woonbedrijf's housing stock in Nuenen and invested in new construction projects such as the farmhouses in Nuenen West, which were completed last year. In addition, Wooninc. already had extensive expertise in areas such as senior housing, mid-range rentals, and mobile home residents. By joining forces, this expertise can be used even more effectively and the social return in Nuenen will increase further.
