Indexes program budget 2026-2029
The 2026 Framework Memorandum, adopted by the council on June 5, 2025, includes the indices we calculate with in the 2026 program budget. At the beginning of June 2025, a new collective bargaining agreement came into effect, which means that, in principle, labor costs increase less than the "government sector wage rate" we used in the calculations. So we have the option of reducing this index rate, but still recommend keeping the index rate from the framework note.
The college decided to maintain the indices as included in the framework note for the 2026 program budget.
Council proposal May circular municipal fund 2025
On June 23, 2025, we sent out a council information letter on the May Circular Municipal Fund 2025. As usual, we process the financial consequences of the May Circular for 2026 and beyond in the 2026 program budget. We normally do not process the consequences for 2025 until the next interim report (autumn). Since this is not adopted until December and we can no longer actually implement it then, we are submitting a council proposal with a budget amendment for 2025.

Decision on objection rejecting review request.
On September 12, 2024, interested parties requested a review of the June 2, 2021 decision to impose an order for periodic penalty payments for the independent occupancy of a studio. The college denied that review request. An objection was filed against it. The Objections Committee considered the objection on May 20, 2025.
The College decided to declare the objection admissible and unfounded, in accordance with the advice of the Objections Committee, and to uphold the contested decision of December 30, 2024.
Application Individual Handicapped Parking Space by License Plate
A request has been submitted for the creation of an Individual Handicapped registered parking space. The application does not meet the Requirements of the current 2016 Handicapped Parking Policy. The Board may deviate from this policy in exceptional cases. Given the specific circumstances, we believe this is justified in this situation.
The College decided to agree to deviate from the current 2016 Handicapped Parking Places Policy pursuant to Article 4:84 Awb and have the necessary draft traffic decision put into procedure.
Participation in regional measurement network ZO-Brabant ILM 3.0
The Omgevingsdienst ZuidOost Brabant recommends the continuation of a new part of the "Regional Measuring Network Air Quality" project and invites all regional municipalities to participate. For this, the regional municipalities must commit to participation and pay their own financial contribution.
The college decided to continue participating in the Regional Air Quality Monitoring Network 2026-2030 and provide a budget of €7,500 per year for a duration of 5 years
Council information letter Risks, May circular letter and project progress
During the discussion of the framework memorandum, several questions were asked about the financial risks we run on major projects. In addition, when the framework memorandum was discussed, the result of the May circular letter had not yet arrived. In a Council information letter, the college provides an overview of the known risks in accordance with the 2024 financial statement and in the youth care. In addition, we briefly discuss the result of the May Circular. Finally, we give a brief status of the major projects.
