ErvenPlus 5.0 (2026 - 2030) 

The Landscape Management Coordination Point of the Brabants Landschap has asked municipalities to participate in the ErvenPlus 5.0 project. Within this project, farmers and citizens in the outlying area receive subsidies to provide additional nesting opportunities for birds in and around their yards. The contribution is doubled by the province. 

The college decided to participate in the ErvenPlus 5.0 project and set the contribution at €22,000 for the entire project period 2026 - 2030 and cover it from the current Nature and landscape development budget.
The status will be evaluated annually. 

Council proposal Connection of Bizob to A 10 for Youth 

Network Cooperation A 10 for Youth organizes the procurement of youth aid for eleven municipalities, including Nuenen. Stichting Bureau Inkoop en Aanbestedingen Zuidoost-Brabant (hereinafter: Bizob) provides support in procurement, contract management and contract management. Because A 10 for Youth is a private law agreement and not a legal entity, it cannot independently participate in Bizob. As of January 1, 2026, a joint arrangement (GR) is operational that will purchase the youth assistance. The GR can, however, participate independently in Bizob. 

The college advises the council not to express wishes and reservations regarding the affiliation of Youth Region A 10 for Youth with the Bizob Foundation. 

The council proposal "Connecting Bizob to A 10 for Youth" is presented to the council for decision. 

Start note Heat program 

In 2021, the municipal council adopted the Heat Transition Vision (TVW), which provides direction for the heat transition in the municipality. The Omgevingswet requires municipalities to adopt a heat program no later than the end of 2026. This heat program is a follow-up to the TVW and provides frameworks for implementing the sustainability of the built environment. 

The college has agreed to the approach proposed in the starting memorandum and the participation and communication plan to prepare the Heat Program for the municipality. This describes how the heat program will be created, how stakeholders will be involved and the steps that will be taken towards decision-making.

Termination of antecedent agreement with Collse Hoeve Project B.V. 

There is a new initiator for the development of the Collse Hoeve. The plan has changed so much that the previously concluded anterior agreement is no longer sufficient. 

The college, in consultation with Collse Hoeve Project B.V., has decided to dissolve the anterieure agreement concluded on July 6, 2022 on the basis of Article 24 of the agreement. The contribution already paid minus the official costs already incurred will be refunded to Collse Hoeve Project B.V. An anterieure agreement has not yet been concluded with the new initiator.

Written questions Water Management Eeneind-Oost 

In accordance with Article 49 of the Rules of Procedure of the Municipality of Nuenen c.a., Ms. Donkers and Mr. Geven are submitting written questions to the Municipal Executive. The questions relate to Water Management Eeneind-Oost and information provision. 

The college decided to answer the written questions of Ms. Donkers and Mr. Geven by letter. 

Property tax ordinance 2026 and dues ordinance 2026 

Every year, the City Council is presented with a proposal on the rates of municipal taxes, fees and dues. The 2026 property tax ordinance and the 2026 dues ordinance must be adopted by the council in December. 

The council proposal "Property Tax Ordinance 2026 and Dues Ordinance 2026" is presented to the council for decision. 

Designation decree electronic channels public service municipality of Nuenen c.a. 2025 

On January 1, 2026, the Electronic Administrative Modernization Act (Wmebv) will take effect. Residents and entrepreneurs will have the right to send official messages, such as applications for permits and notices of objection, electronically to an administrative body. The college determines in a designation decree the digital channels through which this is allowed. 

The college has decided to adopt the Designation Decision Electronic Channels Public Service Municipality Nuenen 2025, insofar as it concerns the competence of the college.
The council proposal "Designation Decree electronic channels public services municipality Nuenen 2025" will be submitted to the council for decision. 

Recalibration of regional Southeast Brabant housing deal 2025 

In 2023, the state, province and region signed the regional Southeast Brabant Housing Deal. Because of the Beethovendeal (spring 2024; 17,000 housing units and 2,280 student units extra until 2030), the Housing Summit (December 2024), new population forecasts from the province (end 2023) and stronger than expected economic growth, recalibration of the agreements was necessary. Hence, the Housing Deal was updated in 2025. 

The college has agreed to the Realignment Woondeal Zuidoost-Brabant 2025.
The Alderman Wonen is mandated to propose minor changes and improvements in the final text of the Woondeal until it is agreed upon in consultation with the (outgoing) minister.
The council will be informed about the Realignment Woondeal Zuidoost-Brabant 2025 after December 11, 2025 by means of a council information letter. 

Budget preparation reconstruction Brabantring and part Heikampen 

The budget 2025 - 2028 includes an investment budget for the year 2025 for the preparation of the reconstruction of the Brabantring and part of Heikampen. This budget must be allocated by the council. The project takes into account the national climate adaptation subsidy. The related time limit (end 2027 ready) has been taken into account in the planning. 

The council proposal "Budget preparation reconstruction Brabantring and part Heikampen" is submitted to the council for decision. 

Request in principle for Boschhoeve phase II housing project 

In 2024, the municipality and Bouwbedrijf van Gerven BV expressed their intention to achieve a relaunch of project Boschhoeve phase II. The current function only allows for the realization of three office buildings. But both the municipality and the developer would like to realize housing on this location. Through a request in principle, the initiator has submitted a plan for a development of 83 apartments, intended for different target groups. 29 apartments are intended for social rent and all other apartments fall within the category of affordable (middle) rent. 

The college approved the request in principle under Requirements and decided to enter into a letter of intent for the development.
The city council will be informed of the decision on this request for principle by means of a council information letter. 

Application of steel slag in Nuenen 

Recently questions were raised by a resident of Nuenen West and by the press about the application of steel slag as aggregate in foot and bicycle paths. This has led to a reconsideration regarding application of steel slag. 

The college has decided not to use any more materials in the municipality of Nuenen c.a. in public spaces in which steel slag has been processed.
The college has decided to urgently prepare a council proposal and present this to the council via an abridged procedure in the council cycle in December and to take measures as soon as possible to limit the risks to public health as much as possible.
