Objection WVG Gulbergen Estate

The municipality of Nuenen would like to have a directing role in the development of the Gulbergen estate. To prevent undesirable transactions, the council decided on February 4, 2021 to impose a preferential right on a parcel of Vaarle 8 in Nuenen on the basis of the Municipal Preferential Rights Act. The landowners do not agree with the preferential right and have filed a notice of objection for that reason. In it, however, no valid arguments were given to go back on the earlier decision. Against that background, it is proposed to the council to declare the objection unfounded.

The council proposal "To declare unfounded the objection to the right of first refusal imposed on the basis of the council decision of February 4, 2021" is submitted to the council for decision.

Blue zone evaluation

During the realization of the blue zone in the center of Nuenen, it was agreed to evaluate the traffic measure after one year. An independent traffic consultancy has carried out the evaluation and makes a number of concrete recommendations.

The college decided to adopt the opinion with the above recommendations, except for the recommendation "abandoning street-based dispensations. This means that the blue zone parking spaces on Vincent van Goghplein and in Margot Begemannstraat will be removed, all other boundaries will be maintained and the POET list (on-site parking) will be updated.
The council will be informed via a council information letter.

Small-scale sewer work

The execution of small-scale sewerage works is currently done on the basis of occasional contracts. This does not comply with procurement guidelines and the auditor has recommended that the work be bundled into a framework agreement and put out to tender.

The college approved entering into a multi-year framework agreement with two contractors to perform small-scale sewer work.

Tender cleaning and sewer inspection

Municipal sewers must be structurally cleaned and inspected to ensure proper sewer operation as much as possible.

The college approved a multiple-negotiated contract to perform sewer cleaning and inspection under a multi-year agreement.

Amended adoption of zoning plan 'Eeneind 2018'

The draft zoning plan "Eeneind 2018" was available for public inspection for the third time in the fall of 2021. The zoning plan has been modified in some parts and is now ready to be submitted to the council for amended adoption.

The council has decided to grant higher values for the Hoge Mikkert lot as a result of noise pollution from road traffic on the Geldropsedijk.
The council is proposed not to adopt an exploitation plan for the zoning plan 'Eeneind 2018'.

Amended adoption of zoning plan Lieshoutseweg 6

On September 29, 2021, the Administrative Law Division of the Council of State (the Division) issued an interim ruling for the Lieshoutseweg 6 zoning plan. The zoning plan allows for the development of hospitality, bed & breakfast, multifunctional space and a climbing forest at Lieshoutseweg 6. The Division ordered that some defects in the plan be corrected. The defects must be corrected within 26 weeks of the sending of the interlocutory ruling. A council proposal has been made for this purpose.

The council proposal "Amended adoption of zoning plan Lieshoutseweg 6 as a result of administrative loop Council of State" is submitted to the council for decision.

Response from the council to draft ambition document Eindhoven Metropolitan Region

As part of the process to arrive at a new cooperation agreement Metropoolregio Eindhoven, a draft ambition document has been prepared. The council will have the opportunity to respond to this draft before the final ambition document is adopted by the General Board of the Eindhoven Metropolitan Region.

The council proposal "Council response to draft ambition document of the Eindhoven Metropolitan Region" is submitted to the council for decision.

Views work program 2022 MRE

It has been agreed in the Cooperation Agreement 2019 - 2022 that the Eindhoven Metropolitan Region will annually draw up a work program. Before the General Board Metropoolregio Eindhoven adopts this work program, the council is given the opportunity to express an opinion.

The council proposal "Viewing work program 2022 Eindhoven Metropolitan Region" is submitted to the council for decision.

Regional vision for decentralization of protected housing 2022-2026

This "Regiovisie Doordecentralisatie Beschermd wonen 2022-2026" contains the ambitions, starting points and planning for the organization of the regional cooperation and procurement of Protected Housing. The course set out herein expresses the intention to continue regional cooperation and solidarity in the procurement of the customized provision of Protected Living.

The college has decided to approve the Regiovision Doordecentralisatie Beschermd Wonen 2022-2026. The council proposal 'Regiovisie doordecentralisatie Beschermd Wonen 2022 - 2026' will be presented to the council for decision.

Procurement plan protected living 2023

The current procurement contracts for Protected Housing will expire on December 31, 2022. At the same time, on January 1, 2023, the decentralization of Protected Living will take place. At this time, the Regional Vision for the decentralization of Protected Living - with ambitions and starting points for the decentralization - is also before us. The procurement plan for Protected Living results from this. The present procurement plan provides a translation of the Regional Vision into concrete requirements for the procurement procedure. These are then elaborated in a set of specific procurement documents.

The college has approved the procurement plan for Protected Housing. The college has also approved the granting of mandate to the college of mayor and aldermen of the municipality of Eindhoven, to decide on behalf of the municipality of Nuenen c.a. to enter into, change or terminate agreements with service providers.
