04 Adoption of the Service Guidelines “Together for the Residents”

The municipality of Nuenen, Gerwen, and Nederwetten aims to improve the services it provides to residents, businesses, institutions, associations, and other partners. To this end, the Service Delivery Guidelines have been developed. These guidelines help employees understand how services are delivered by the various teams and what goals need to be achieved. The guidelines serve not only as practical support but also as a tool for decision-making on issues that affect service delivery.

The Executive Board has decided:
1. To adopt the service guidelines titled “Together for the Residents.”
2. To use the service standards included in the guidelines as the baseline to be achieved by the entire organization.
3. To inform the City Council about the adopted guidelines via the attached council information letter.

06 Upholding of the decision on the objection regarding the request for access under the General Data Protection Regulation

An appeal was filed against the rejected request for access under the General Data Protection Regulation dated March 3, 2026. The Appeals Committee recommends that the decision of March 3, 2026, be revoked and that the decision on the appeal describe the search process and be rendered in accordance with the provisions of Article 15 of the GDPR. On August 18, 2026, the board issued a decision on the appeal in accordance with the committee’s recommendation. Because uncertainty has arisen regarding the authority under which the board made this decision, the decision on the appeal, together with the complete appeal file and the committee’s recommendation, is being resubmitted to the board. The Board is asked to endorse the content and reasoning of the decision on the objection, to expressly assume responsibility for it, and, to the extent necessary, to expressly confirm the decision on the objection dated August 18, 2026.

The Municipal Executive has decided:
1. To endorse the content and reasoning of the decision on the objection dated August 18, 2026, and to expressly assume responsibility for it.
2. To expressly confirm the decision on the objection dated August 18, 2026, to the extent necessary and to the extent that there is a lack of jurisdiction. 
3. To inform the objector of the ratification.
4. To repeal the Amendment Decree to the Nuenen Municipality Mandate Regulation 2026 Summer Recess dated July 14, 2026. 
5. To publish the repeal of the Amendment to the Nuenen Municipality Mandate Regulation 2026 (Summer Recess) in the Municipal Gazette as soon as possible.

07 Decision on the Appeal Regarding Mikboomweg

An appeal has been filed against the environmental permit denied on March 9, 2026, for the temporary change of use of parcels for the purpose of a dog-walking service at the address Mikboomweg, approximately known in the cadastral register as municipality of Nuenen, section B, number 1848. The Appeals Committee recommends declaring the appeal admissible but unfounded and upholding the contested decision.

The council has decided:
1. In accordance with the recommendation of the appeals committee, to declare the appeal admissible but unfounded and to uphold the contested decision.
2. To notify the appellant in accordance with the draft decision.

08 Council Information Letter: Grid Expansion—Maasbracht–Eindhoven 380 kV Regional Advisory Report

As we move forward with selecting a route for the new 380 kV high-voltage transmission line from Eindhoven-East to Maasbracht, we are entering the phase in which the national government will select a preferred alternative. The Ministry of Climate and Green Growth and Tennet are organizing a meeting on October 7, 2026, for members of the provincial council, municipal council members, and general board members of the water boards.

The executive board has decided to send the council information letter to the city council.
