Protected Housing Indexation implementation costs - hourly rate Addendum to agreement
After indexation, the regional municipalities can claim a maximum of 6 hours per application for the (execution) costs of Protected Living from central Eindhoven, at a maximum rate of € 72 per hour.
The council has decided to increase the hourly rate for implementation costs for protected living from € 65 to € 72 as of January 1, 2024. As of 2025, the hourly rate
implementation costs protected living of € 72 (price level 2024) will be indexed annually. The addendum adapting article 14 of the administrative agreements will be adopted.
Regional Programming Work Locations Southeast Brabant
Over the past year, the 21 municipalities in Southeast Brabant have worked on a Regional Programming of Work Locations Southeast Brabant. With this we give direction and implementation to the work locations (business sites) in the region. The programming consists of a vision for work locations, an implementation strategy and an implementation agenda.
The college has approved the implementation strategy and agenda. The council proposal "Regional Programming Werklocaties Zuidoost Brabant" will be submitted to the council for
decision-making.
Regulation on measures Participation Act, Ioaw, Ioaz and Wi2021
The current Participation Act Measures Regulation 2020 is no longer in line with national laws, regulations and case law. The necessary changes have been made in a new Regulation Measures Participation Act, IOAW, IOAZ and Wi2021. In addition, the enforcement framework of the Integration Act 2021 is also included in the new Regulation Measures Participation Act 2025. The current Regulation Integration 2022 has become obsolete. It is proposed to adopt the new Regulation Measures Participation Act 2025 and to repeal the Regulation Integration 2022.
The council proposal "Regulation Measures Participation Act, IOAW, IOAZ and Wi2021" is submitted to the council for decision.
Parking standards (CROW) & development of new parking policy
With a council information letter, the college wants to inform the city council about the new CROW parking figures that we as a municipality use for new developments (housing developments, design of public spaces, etc.) and about the plan to draw up a new integral and overarching parking policy (in 2025).
The college has decided to send the council information letter about this to the city council.
Cooperation and implementation program RES MRE 2025-2027
The Cooperation and Implementation Program (S&UP) RES MRE has been updated. It is a multi-year program containing the projects we want to implement in the context of the Regional Energy Strategy (RES), including the way of cooperation between municipalities, provinces, water boards, grid managers and other social partners in the Eindhoven Metropolitan Region (MRE
The college has agreed to the adoption of the Cooperation and Implementation Program RES MRE 2025-2027 and with the confirmation of the previously made agreements to deploy capacity. The college takes note of the Dashboard RES MRE and the progress report RES MRE 2024 and with the draft information letter for the council members on behalf of the MRE.
Rates 2024 and 2025 early childhood education and preschool.
For the implementation of toddler work and pre-school education, the municipality provides a subsidy pursuant to the Uitvoeringsregeling peuterwerk en voorschoolse educatie Nuenen. The college may adjust the hourly rate annually.
The college has decided:
- to fix the hourly rate for toddler work and pre-school education for 2025 at € 12.19;
;
- to fix the hourly rate for Hbo inserts for 2025 at € 56.12;
- to fix the subsidy for expertise promotion at € 819 per group per year for 2024 and
2025;
- to fix the subsidy for small cores at € 10.811 for 2024 and 2025;
- set the subsidy for heavy target group locations at € 11,437 for 2024 and €
11,952 for 2025.
Homelessness action plan Eindhoven region 2024-2030
In the Eindhoven region we are working toward a decrease in the number of residents in need of social shelter, less recurrence of homelessness and breaking the transfer of (violent) patterns from parent to child. In order to implement the Action Plan Homelessness Eindhoven region 2024-2030, the Eindhoven region municipality needs from the college of Nuenen this decision with the regional ambitions and starting points.
The college has decided to adopt the Action Plan Homelessness Eindhoven region 2024-2030 with the regional ambitions and starting points and takes note of the proposed actions in the Overview of actions per action line. The Council will be informed through a Council information letter.
Evaluation and expansion of pilot small-scale residence youth 2024
Nationally, there is a widely shared desire to transform the current (open and closed) residential facilities for youth into more small-scale and family-oriented
facilities. From April 1, 2023 to April 1, 2024, a pilot was conducted by the purchasing regions A 10 for Youth and Together for Youth with youth care provider Combination Youth Care.
The college decided to continue this pilot, but not to expand it with a second youth care provider.
Audit 2024
Before the auditor begins the audit of the 2024 financial statements, it is necessary to adopt the 2024 Audit Protocol including the Framework of Standards and the Method of Budgetary Compliance.
The Board decided to adopt the 2024 Framework of Standards and agreed to the 2024 Audit Protocol and the 2024 Budget Accuracy Procedure. The council proposal "Audit 2024" is submitted to the council for decision.
Associate partner agreement implementation ETHOS count
The provision of personal data for the ETHOS counts to Utrecht University of Applied Sciences is enabled by various laws. To organize the census, the participating regions must enter into an Associate Partner Agreement with Hogeschool Utrecht. Municipality of Eindhoven should sign this as Eindhoven Region, on behalf of all 15 municipalities.
The college has agreed to the contents of the Associate Partner Agreement.
Tender documents tree pruning
The municipality is responsible for proper management of public spaces. In the area of municipal green space management, a multi-year tender is being prepared for tree pruning. The College decided to mandate the adoption of all documents for the procurement of the specifications for tree pruning to the Department Manager of Realization and to have the Mayor give power of attorney to the Department Manager of Realization to sign the agreement for tree pruning. Property Tax Ordinance 2025 Every year a proposal is made to the City Council on property tax rates. The corresponding ordinance must be adopted by the council.
The college decided to agree on the ordinances property taxes 2025. The council proposal "Ordinance property taxes 2025" is submitted to the council for decision.
Order under penalty Bosweg 40
It has been observed that a owner-occupied trailer has been placed on a pitch on the Bosweg in Nuenen and the existing rental trailer has been removed. The purchase
trailer does not comply with the building regulations in the zoning plan/environmental plan. Also, no environmental permit has been requested for the placement of the purchase trailer.
The college decided to impose an order under penalty for placing a trailer without an environmental permit issued for it.
