07 Housing Policy for the Municipality of Nuenen, Gerwen, and Nederwetten: 2026 and Beyond
The 2015 housing policy is no longer in line with the law or current practices. A completely revised policy has been developed, taking the wishes of all stakeholders into careful consideration.
The Executive Board has decided:
1. To submit the council proposal “Adoption of the Accommodation Policy for the Municipality of Nuenen, Gerwen, and Nederwetten for 2026 and Beyond” to the municipal council for a decision, with the overview “Responses to the Draft Accommodation Policy and How We Will Address Them” attached.
2. To incorporate the financial implications of this policy into the existing 2027 budget.
3. To approve temporary, customized agreements for a maximum of four years for organizations that face financial difficulties due to the new rates, and to provide these as one-time subsidies pursuant to Article 4:23, paragraph 3, subparagraph d, of the General Administrative Law Act. The municipal executive will decide on a case-by-case basis whether an association will receive a customized agreement. We will account for the lost rental income in our interim reports.
08 Regulation on Measures Under the Participation Act, IOAW, and IOAZ
Effective January 1, 2027, the new (amended) Social Security Enforcement Act and the amended Social Security Acts Measures Decree will take effect. One of the consequences is that the types of conduct, categories, and percentages of measures to be imposed under the Participation Act (P-Act), IOAW, and IOAZ will be regulated centrally. This centralized system already existed for other laws (such as the WW). Effective January 1, 2027, the Participation Act (and IOAW/Z) will become part of the national Social Security Laws Measures Decree. Parts of the necessary legislative amendments to the P-Act have also been implemented through the “P-Act in Balance” process. Starting January 1, 2027, the remaining (and fairly limited) municipal discretion regarding measures will be addressed through a new municipal ordinance.
The council has decided to make the draft Regulation on Measures under the Participation Act, IOAW, and IOAZ, along with the “before and after” comparison table, available for public review for a period of six weeks.
09 Reintegration Regulation 2027
The Reintegration Regulation is being updated due to changes in national legislation.
The municipal executive has decided to make the draft “Nuenen Reintegration Regulation under the Participation Act, etc., 2027” and the “before-and-after” table available for public review for a period of six weeks.

12 Regional Agreements on Sustainable New Construction
Seven municipalities in the Eindhoven Metropolitan Area have taken the initiative to jointly explore how the momentum from the scale expansion in the Brainport Eindhoven region—combined with developments such as grid congestion—can best be harnessed to achieve various sustainability goals in new housing construction on a regional scale. To this end, the municipalities of Best, Geldrop-Mierlo, Nuenen, Oirschot, Son en Breugel, Veldhoven, and Waalre have established a Coalition for Sustainable New Construction. The assessment phase has now been completed, and the second phase is set to begin.
The Municipal Executive has decided:
1. To take note of the results of Phase 1 of the Sustainable New Construction Coalition as outlined in the report “Sustainable New Construction – The Foundation for a Joint Approach”;
2. To approve participation in Phase 2 of the Sustainable New Construction Coalition for the purpose of sharing and acquiring knowledge;
3. To submit the outcomes and any proposals for participation and/or implementation resulting from Phase 2 to the municipal executive for further decision-making, and to refrain from entering into any letters of intent, basic agreements, obligations, or measures during Phase 2 that go beyond the national frameworks without further decision-making;
4. To allocate €5,000 from the sustainability policy budget for the implementation of Phase 2.
13 Space for Space Development Strategy
Housing development in the Gerwen and Nederwetten communities is a high priority (Council Agenda 2022–2026). To accelerate implementation and ensure quality of life, a Cooperation Agreement was signed with Ruimte voor Ruimte on September 23, 2025, based on an overarching area development plan. The feasibility study and the foundation of the development strategy were previously established and shared in broad terms with the council. The current dynamics call for a more detailed framework. To maintain control—partly in light of the strict deadlines associated with the Beethoven grants that have been awarded—the strategy has been supplemented with a clear phasing plan and more rigorous evaluation criteria.
The council has decided:
1. To adopt the existing development strategy as the basis for further residential development in Gerwen and Nederwetten, with the central development role and the “sweet-sour” principle of “Space for Space” (RvR) through a single area development plan as its foundation.
2. To approve the explicit phasing of the development sites (periods up to 2030 and up to 2040) in order to accommodate administrative objectives, provincial frameworks, and the discussion regarding the sports fields in the village centers.
3. To approve the expanded assessment framework, in which, in addition to land holdings, spatial quality, public support, future village development, and administrative feasibility are given significant weight.
4. To take note of the legal frameworks established by the Didam ruling when elaborating the strategy.
14 Decision on the Appeal Regarding the Denial of Customized Services Under the Wmo
The council has postponed the decision.
15 Adopt a procurement strategy and authorize other bidding documents for a joint tender for traffic and street signs
BIZOB, in collaboration with 21 municipalities—including Nuenen—is preparing a European tender for the joint procurement of traffic and street signs. Because European tenders are not mandated, the municipal executive has the authority to establish the procurement strategy, prepare the tender documents, make the (provisional) award, and enter into the contract.
The council has decided:
1. to adopt the procurement strategy for the joint tender for traffic and street signs;
2. to authorize the Implementation Department Manager to adopt the remaining documents for this tender, namely the tender documents, the preliminary and final award decisions, and the contract;
3. to authorize the mayor to grant power of attorney to the Implementation Department Manager to sign the aforementioned documents for the joint procurement of traffic and street signs.
16 Public Lighting Maintenance Bid 2027–2030
Adopt the procurement strategy and authorize the preparation of other bidding documents for the 2027–2030 public lighting maintenance contract.
The Municipal Executive has decided:
1. to adopt the procurement strategy for the European tender for the maintenance of public lighting;
2. to authorize the Implementation Department Manager to adopt the remaining documents for this tender, namely the tender documents, the preliminary and final award decisions, and the decision to enter into a contract;
3. to authorize the mayor to grant power of attorney to the Implementation Department Manager to sign the aforementioned documents for the European tender;
4. In view of the interest referred to in Article 2.57 and Article 2.138(c) of the Public Procurement Act, not to disclose the advisory opinion and the procurement strategy.
