Public Transportation Vision for the BOVENS Subregion

The Brainport region is poised for a major leap forward. The rapidly growing number of trips makes a robust public transit network increasingly important. The BOVENS sub-region’s vision for public transit outlines the key ambitions for public transit in the municipalities of Best, Oirschot, Veldhoven, Nuenen, and Son & Breugel. This joint vision can also serve as the basis for a local public transit strategy to be developed in the future.

The Executive Board has decided to adopt the vision for public transportation in the BOVENS subregion and to inform the Council via a Council Information Letter.

Amendment of Articles 212, 213, and 213a of the Municipalities Act

The ordinances based on Section 212 of the Municipalities Act (Financial Ordinance), Section 213 of the Municipalities Act (Audit Ordinance), and Section 213a of the Municipalities Act (Efficiency and Effectiveness Ordinance) have been updated. It is proposed that the municipal council re-adopt these ordinances and repeal the old ones. 

The council proposal titled “Update to the Financial Regulation, Audit Regulation, and Regulation on Efficiency and Effectiveness” is being submitted to the council for a decision.

Acquisition of ownership by adverse possession

Recognition of acquisition of ownership by adverse possession of the land at Collseweg 33. 

The council has decided to acknowledge the statute of limitations and to cooperate in the transfer of the land, with the costs of the transfer to be borne by the transferee.

The council has decided to acknowledge the statute of limitations and to cooperate in the transfer of the land, with the costs of the transfer to be borne by the transferee.

Request for a Policy Decision on Spatial Development

A residence is located at Lieshoutseweg 45 in a forested area. The developer wishes to demolish the existing residence in the forested area and build a new residence in its place on an agricultural plot (an existing pasture) on Bosweg, adjacent to the forest. The forested area will be converted into a mixed forest, and the pasture into a heathland area. The agricultural plot contains a former landfill site that will be remediated by applying a topsoil layer. The municipal executive is advised to, in principle, grant approval to initiate a planning procedure for the redevelopment of the planning area and to enter into a letter of intent with the applicant. 

The council has decided, in principle, to support the initiation of a planning procedure for the redevelopment of the site at Lieshoutseweg 45 / Bosweg (unnumbered) and to enter into a letter of intent. 

The executive committee has agreed to inform the council of its intention to amend the environmental plan by means of a council information letter.

Adoption of the Updated Soil Quality Map 2026

The current soil quality map expires on July 8, 2026. The soil quality map has therefore been updated. The update shows that the soil quality corresponds to the current soil quality map and can therefore be re-established. 

The council has decided to adopt the updated 2026 soil quality map.

Decision on objection traffic decision

Twelve objections have been received against the traffic regulation designating parking spaces for charging electric vehicles at the Lavendelstraat and Wilgenstraat locations. The Objections Committee recommends that one objection be declared manifestly inadmissible, that 11 objections be declared admissible but unfounded, and that the contested decision be upheld. 

In accordance with the recommendation of the Appeals Committee, the Board has decided to declare the appeal filed by Appellant 11 manifestly inadmissible.

In accordance with the recommendation of the Appeals Committee, the Municipal Executive has decided to declare the appeals filed by appellants 1 through 10 and 12 admissible but unfounded, and to uphold the contested decision of December 4, 2025.

The objectors will be notified of this in a letter.

Proposed Plan for the Development of Smits van Oyenlaan

The City Council has submitted a citizen-initiated proposal regarding the redesign of Smits van Oyenlaan. In response, the City Executive is providing its recommendations and concerns/considerations. The City Executive does not intend to offer a substantive interpretation of the proposal, but rather to inform the City Council of relevant facts and circumstances. With this information, the City Council can make an informed decision on the proposal. 

The Executive Board has decided to adopt the council information letter regarding the “Smits van Oyenlaan Design Proposal” and to forward it to the council.
