Annual report of land operations financial statements 2024
The land exploitation plans are reviewed annually, partly as part of the financial statements. It is recommended that, in accordance with the process description Building Program and New Projects, the annual report with the updated land operations be presented to the council.
The council proposal Annual Report on Land Operations 2024 is presented to the council for decision.
Administrative order Social Domain and working method Youth aid
On December 16, 2024, the college adopted the Social Domain administrative order. It was also noted that the administrative method of allocating youth aid does not conform to our Youth Aid Regulation in all cases. The college sent a 1st council information letter to the council on February 17, 2025, announcing that a further investigation will be launched into the method of allocating youth aid. Also, the college promised to inform the council if there are any developments.
The college decided to adopt the Project Plan Implementation Social Domain Policy Framework. It has also agreed to the remedial measure to send a decision to residents with a pending customized service provision for youth care or a customized service provision terminated after January 1, 2025, who have not yet received a decision. The council will be informed via a council information letter.
Cooperation agreement accelerating housing construction Gerwen and Nederwetten
The college wants to achieve acceleration of housing construction in Gerwen and Nederwetten. A feasibility study has been done for this purpose. The council adopted the study and its development strategy (February 2025). In doing so, the board and council also expressed their ambition to enter into a partnership with development company Ruimte voor Ruimte (RvR). In view of procurement law and municipal procurement policy, the college notes that no other (market) parties are interested in this (form of) cooperation.
The college decided to approve the final cooperation agreement for acceleration of housing construction Gerwen and Nederwetten and to publish the cooperation agreement on Tendernet, in accordance with Tender Act 2012.
Regional Operational Framework for Licensing, Environmental Supervision and Enforcement (ROK-VTH) 2025-2028 Omgevingsdienst Zuidoost-Brabant
The municipal environmental tasks of licensing, supervision and enforcement (the so-called basic tasks) are assigned by law to the Omgevingsdienst Zuidoost-Brabant (ODZOB). To carry out these tasks, the Regional Operational Framework for Environmental Supervision 2018 (ROK-TH) was drawn up in 2018 and a Regional Operational Framework for Licensing (ROK-VV) was drawn up in 2019 for environmental licensing. These have been updated and brought together in a new Regional Operational Framework for Environmental Licensing, Supervision and Enforcement (ROK-VTH) 20252028. The ROK-VTH makes clear what the Southeast Brabant region will be working on in the coming 4 years and where the priorities will be set. The General Board of ODZOB presented the ROK-VTH to the municipalities for adoption.
The college decided to adopt the Regional Operational Framework for Licensing, Environmental Supervision and Enforcement (ROK-VTH) for the period 2025-208. The college takes note of the elaboration of the goals for environmental supervision in the Guideline ROK-VTH. The council will be informed through a council information letter.
Anterior agreement Orange neighborhood
On November 18, 2024, the college approved an agreement in principle for the redevelopment of part of the Orange neighborhood and decided to enter into a letter of intent. This agreement has since been signed and developed into an anterior agreement with Helpt Elkander. The Buitenplanse Omgevingsplanactiviteit (BOPA) has been further developed and submitted to the City Council for advice. On April 10, 2025, the City Council gave a positive opinion on the BOPA. According to municipal policy, the BOPA cannot be formally granted until two Requirements have been met: a positive advice from the municipal council within the framework of the advisory right and a signed antecedent agreement.
The college agreed to the contents and to decide to enter into the anterior agreement between the Municipality of Nuenen and Helpt Elkander.
The Mayor authorized Alderman Kok, pursuant to Section 171(2) of the Municipal Law, to sign the anterior agreement.
Annual Report 2024 Nuenen
The annual report and financial statements are the annual capstone of planning &
control cycle. The 2024 program budget is the starting point for evaluation in the annual report and financial statements. On April 7, 2025, the college adopted the draft 2024 financial statements. The auditor has reviewed these documents and the accompanying balance sheet file and intends to issue an unqualified fairness opinion.
The college approved the Annual Report 2024 Municipality of Nuenen. The council proposal will be submitted to the council for decision. The college's draft response to the 2024 audit report will be sent along to the council.
