Memorandum on Mantel Care 2021-2025

Informal caregivers play an important role in our society. They ensure that the most vulnerable residents can continue to participate. Under the Social Support Act (Wmo), municipalities are responsible for supporting and valuing informal caregivers. In the Mantelzorgnota 2021-2025 the municipality of Nuenen sets out its spearheads and actions for the coming years. The memorandum was developed in cooperation with various expertise centers, the Nuenen Mantelzorg support center and the Nuenen Mantelzorg working group.

The council proposal note Mantelzorg 2021-2025 is presented to the council for decision. The response to the ASD's informal care advice is adopted and sent to the ASD.

Nota Dementia Friendly Nuenen 2021-2025

The number of residents living with dementia will increase in the coming years. In a dementia-friendly municipality, various parties, such as the municipality, welfare organizations and entrepreneurs work together to create a favorable environment for people living with dementia. The impact of the syndrome, together with the increasing aging population within the municipality of Nuenen, justifies this policy. The municipality of Nuenen wants residents to be able to participate or continue to participate to the best of their ability within its community.
The Dementia Friendly Nuenen 2021-2025 memorandum explicitly links up with the Care for the Elderly 2021-2024 memorandum. Residents with dementia will ultimately have to rely more and more on their loved ones, the informal caregivers. The municipality of Nuenen wishes to prevent overburdening. However, the present policy is more broadly applicable: what is good for people with dementia is also good for many other groups in society.

The council proposal nota Dementievriendelijk Nuenen 2021-2025 is submitted to the council for decision. The ASD's response to the recommendations for the note Dementia Friendly Nuenen 2021-2025 is adopted and sent to the ASD.

Heat Transition Vision

Municipalities are required by the national Climate Agreement to have an established transition vision for heat by the end of 2021. With this transition vision, municipalities make the time schedule clear: when can which neighborhoods be disconnected from natural gas?
natural gas. For the districts or neighborhoods planned for 2030, the municipality also already makes known the possible heat alternatives.

Administrative agreement library

Library work in the municipalities of Geldrop-Mierlo, Nuenen c.a. and Son and Breugel is carried out by Dommeldal Library on the basis of a board agreement. This describes the quantitative and qualitative agreements between the four parties and was concluded for the period 2016-2019. The agreement was extended until July 1, 2021 so that a vision for library work could first be developed. This vision was adopted by the Council on July 8, 2021.

The Board approved the management agreement of the municipalities of Son en Breugel, Nuenen c.a., Geldrop-Mierlo and Stichting Basisbibliotheek Dommeldal regarding the implementation of library work in the period 2021-2024.

Temporary solution flooding Opwettenseweg

On the Opwettenseweg between the Meijeraan and Berkenbos flooding occurs very regularly during heavy rainfall. A temporary solution is proposed for this, because a definitive solution is still a long way off. The reason for this is that many aspects play a role in the choice for a road profile that suits a low-traffic Opwettenseweg (council decision April 2021).

Implementation Program Climate Adaptation 2022 - 2030

In the 2018 Spatial Adaptation Delta Plan (DPRA), the rijksoverheid laid out 7 ambitions. Step 1 was to conduct a climate stress test. Steps 2, 3 and 4 are included in the current Implementation Plan. As a result, the Implementation Plan outlines the actions to be carried out in the coming years on the most important climate trends for the municipality of Nuenen; heat, drought and flooding.

The college approves the Spatial Adaptation Implementation Plan 2022 - 2030. The council information letter is adopted and sent to the council.

Decision on objections

Decisions on objections to decisions of the College have been received. The decision of January 19, 2021 withdrawing the right to assistance retroactively and recovering the unduly received assistance of €16,546.85 under the Participation Act; and 2. The decision dated March 29, 2021, disregarding the application for Social assistance benefit .
The College decides to declare the appeals against the contested decisions of January 19, 2021 and March 29, 2021 admissible and unfounded.

Determination of grant VGVN 2020 2.0

The Van Gogh Village Nuenen Foundation (VGVN) objects to the decision to grant the subsidy for the year 2020. Specifically, against the provision stating that a component of the subsidy justification must consist of an auditor's report. The portfolio holder is in discussion with the VGVN foundation about the amount of the subsidy and related condition for the years 2021 and beyond. The year 2020 is considered an intermediate year. It is proposed that the College declare the relevant provision not applicable for the year 2020 and to process this when the grant is established. The subsidy to the Van Gogh Village Nuenen Foundation for the year 2020 is set at €65,000 and herewith waives review based on an auditor's report.

Programming new work sites SGE 2021

The economy does not adhere to municipal boundaries. That is why in the Eindhoven Urban Area, the nine municipalities work together 'as if we were one municipality' and a business parks programming was drawn up earlier in 2016. This programming has been updated and, together with the corresponding and adjusted financial arrangement, is before each of the nine municipalities for decision-making. Council proposal Education Housing Regulation 2021

The local education housing ordinance needs to be updated. The college adopts the draft regulation. Consultation aimed at reaching agreement (OOGO) is held with the three school boards. The Social Domain Advisory Council is asked for its advice. The draft incorporates a number of previous legislative changes and adopts the UNG norm amounts. The distance criteria for physical education have been adjusted.
