Authorization Form for Draft Selection Decision

In selection decisions, government agencies specify how long they will retain their information. The evaluation of the 2020 Selection List for Municipalities and Intermunicipal Bodies and the new Archives Act, which takes effect on January 1, 2027, are two important reasons for drafting a new Selection Decision on behalf of municipalities. Due to the implementation of the new Archives Act, the municipal executive must issue a new authorization. The previous authorization was issued based on the old Archives Act and will therefore no longer be valid after January 1, 2027.

The council has decided to grant the VNG authorization to draft a new Selection Decision.

Adoption of the Temporary Subsidy Program for Local Political Parties in the Municipality of Nuenen, 2026–2027

The House of Representatives has allocated funds through the May Circular 2026 to the Municipal Fund for the temporary subsidization of local political parties. The Association of Netherlands Municipalities (VNG) advises municipalities to establish a subsidy program for this purpose. €9,272 is available for Nuenen.

The college decided:

  1. To adopt the Temporary Subsidy Program for Local Political Parties in the Municipality of Nuenen for 2026–2027.
  2. To make available the budget of €9,272 provided for in the May 2026 circular and to earmark it for the implementation of the program.
  3. To announce the subsidy program.
  4. To inform the city council about the subsidy program.

Rejection of an Application for an Environmental Permit

An application for an environmental permit to construct a company-owned residence was submitted on May 28, 2026. The plan does not comply with the rules of the Environmental Plan. There are no options to deviate from the Environmental Plan.

The council has decided to deny the application dated May 28, 2026, for an environmental permit to construct a company residence.

Regulations on Taxes, Levies, and Fees 2027

Every year a proposal on the rates of municipal taxes, fees and charges is made to the City Council. The corresponding ordinances must be adopted by the council.

The council proposal titled “Ordinances on Taxes, Levies, and Fees 2027” is being submitted to the council for a decision.

Council Information Letter on Status Holders and Family Members Joining Them

During the council meeting on July 2, Combinatie Nuenen c.a. posed a follow-up question in response to the written questions regarding the Tiny Houses on Witte Hondpad. With this explanation, the municipal executive aims to involve the council in the process and provide insight into the working agreements made with the COA and Wooninc. regarding the housing of status holders and family members joining them.

The executive committee has decided to approve the council briefing letter and to send it to the council.

Decisions on appeals against an environmental permit granted for the construction of a residence and the creation of an access road

Six appeals were filed against the environmental permit issued on March 10, 2026, and sent on March 12, 2026, for the construction of a residence and the creation of an access road. The objections were considered during a hearing of the Objections Committee. The Objections Committee recommends that two objections be declared inadmissible and four objections be declared unfounded. Furthermore, the Objections Committee recommends that the contested decision be upheld, with additional reasoning provided.

The council, having adopted the recommendation of the appeals committee, has decided:

  1. to declare the objections raised by Objectors 1 and 2 inadmissible;
  2. to declare the objections raised by objectors 3 through 6 admissible but unfounded;
  3. to uphold the contested decision of March 10, 2026, with the addition of the statement of reasons;
  4. to deny the requests for reimbursement of litigation costs;
  5. Inform the objectors and the permit holder in accordance with the draft letters in the attachments.

Exemption from the owner-occupancy requirement and the resale prohibition

An exemption has been requested regarding the requirement to live in the property and the prohibition

on resale as specified in the deed of conveyance for the realized but

a newly built home that has not yet been occupied.

The college decided:

  1. Grant an exemption from the requirement to live in the home and the prohibition on reselling the home.

  2. Notify the applicant of the decision by means of the attached letter.

    Decision on an objection regarding an order subject to a penalty for failure to complete construction of a company-owned residence

    On February 27, 2026, an objection was filed against an order subject to a penalty payment issued on January 22, 2026. Legalization is not possible, as the environmental permit was denied. On June 22, 2026, the Appeals Committee advised the municipal executive to declare the appeal admissible but unfounded.

    In accordance with the recommendation of the Appeals Committee, the council has decided:

  3. To declare the objection admissible but unfounded;

  4. To uphold the penalty payment order of January 22, 2026, provided that

    that the grace period be extended to a maximum of 3 months after the day

    the date the decision on the appeal was mailed;

  5. To deny the request for reimbursement of litigation costs pursuant to Article 7:15 of the General Administrative Law Act.

2027 Program Budget and 2028–2030 Multi-Year Estimate

Each year, the municipal executive submits a draft budget for the coming year and a multi-year forecast for the next three years to the council. The budget lists all the tasks and activities the municipality will carry out and the amounts the council has allocated for them.

The Executive Board has approved the classification of the investments into “investments to be made immediately” and “investments still to be submitted to the council.”

2027 Grant Program

Each year, a grant program is drawn up that includes all submitted grant applications. The municipal executive adopts the first draft and sends applicants a proposed decision regarding their submitted applications. Applicants have until November 2, 2026, to submit their comments. These comments will be reviewed and incorporated into the final 2027 grant program.
