Views on Water Management Plan Waterschap De Dommel

Water board De Dommel has renewed the Water Management Plan (WBP) for its territory. This WBP has been discussed with the regional municipalities in the Climate Portal Zuidoost Brabant. Various comments on the WBP were made during these discussions. These comments are expressed in an opinion of the municipality of Nuenen.
The college agrees to send the views on the Water Management Program of Waterschap De Dommel.

Grant Geestelijke Gezondheidszorg Eindhoven (GGzE).

The municipality of Nuenen c.a. has the responsibility to guarantee Mental Health Care (GGZ) for its residents. We give substance to this by placing the GGZ services with the GGzE. The city council has provided funds for this purpose. We are now using these funds to provide the GGzE with an implementation budget. The GGzE has applied for a grant of €85,153. The college wants to provide this. In this way, mental health care in the municipality of Nuenen will be continued.

Adopt documents disconnection subsidy

The council adopted the stormwater disconnection grant ordinance in December 2020. The ordinance states that the application form and determination form should be adopted by the council.
The application form for the stormwater disconnection grant ordinance is adopted.
It is determined that the determination form is an email that provides the required data.

Groundwater monitoring network management and maintenance agreement

As part of the Basisregistratie Ondergrond (BRO), municipalities are required to confirm and submit data related to groundwater measurements to the BRO national database. These tasks have already been assigned regionally to Brabant Water by 6 municipalities. The municipality of Nuenen wants to join this.
The college agrees to enter into an agreement with Brabant Water N.V. for management and maintenance of the municipal monitoring wells and validation and delivery to the national database of the measurements from the monitoring wells.

Cooperation agreement 'The Milestone'

Site the Milestone will be released for redevelopment. The area development has been worked out, partly on the basis of a council motion of December 10, 2020. Agreement has been reached with the initiators (health center and De Mijlpaal residential group) on the collaboration to achieve realization. The agreements on this have been laid down in a cooperation agreement.
The cooperation agreement is adopted.
Alderman van Brakel is authorized to sign this agreement on behalf of the college.

Council information letter traffic safety Europalaan

During the council meeting on November 7, 2019, the motion "Safety in Traffic" was adopted. This motion instructs the college to conduct a traffic safety study on Europalaan and inform the council. The council will be informed of the outcome of the traffic safety study via a council information letter.
The council information letter is adopted and can be sent to the council.
The work can be carried out.

Childcare supervision and enforcement annual report 2020

Municipalities are responsible for monitoring and enforcing the quality of child care. In this context, the college must report annually to the Education Inspectorate. This report, being the annual report, is sent to the municipal council and published on the "where does your municipality stand?" site.
The Annual Report on Supervision and Enforcement of Child Care 2020 and the council information letter are adopted. The council information letter can be sent to the city council.

Contribution to Epic Youth for youth activities.

The national government has made money available for municipalities to organize activities for young people within the applicable COVID-19 measures. The municipalities of Son en Breugel, Nuenen and Geldrop-Mierlo, together with the youth workers and combination officer, are organizing a coronaproof game for 150 to 200 young people between the ages of 10 and 20.
The college decides to make an amount of € 2,500 available for this, organized by "Epic Youth", from the additional State funds for the youth package. This will be processed in the 2021 budget through the second interim report.

Public access road connecting Kruisakker-Stationsweg business park Eeneind I

The connecting road Kruisakker/Stationsweg in business park Eeneind I is privately owned. A request has been made by the owner to respect this property. The Municipal Executive has decided not to claim the public accessibility of this road. The accessibility of adjacent parcels is guaranteed by private law.
The college establishes a declaration of right.

Transfer of cemetery management Old Lands

The foundation board of the Oude Landen municipal cemetery has indicated that it will resign as of July 1, 2021. The temporary retention of the current form of foundation is desirable because this settles a number of contractual matters and no new agreements need to be made about this for the time being. However, a number of new persons must be appointed as directors of the current foundation.
The college agrees to appoint the portfolio holder to the new Old Landen Cemetery Foundation Board. Two other board members outside the official organization are being sought.

Mandate procurement GT Mobile 3

On May 26, 2021, the Dommelvallei Executive Committee (DOD) made the decision to participate jointly on behalf of the four organizations in the GT Mobiel 3 procurement process. The Dommelvallei Service will take the lead role in the procurement process. This requires the college to mandate the service to participate on their behalf.
The College grants mandate to the Dommelvallei Service to participate in the GT Mobiel 3 procurement process on behalf of the College.

Anterieure agreement housing site Wederikdreef

On the Wederikdreef site, housing corporation Helpt Elkander intends to realize social rental and care apartments. Helpt Elkander has further elaborated the spatial frameworks following from the Structural Vision Nuenen Zuid and the Public Law Frameworks with the help of participation. The Spatial Quality Team has approved the subdivision of the plan area. The agreements made for this housing development have been laid down in the anterior agreement. The college submits the anterior agreement to Helpt Elkander.
The college adopts the parcelization for the Wederikdreef housing development.
The anterieure agreement and its appendices are adopted and these are submitted to Helpt Elkander for signature.
The announcement of the conclusion of the agreement in accordance with the Spatial Planning Decree article 6.2.12 is published and the business description of the agreement is made available for inspection.

Grant ceiling "Social Housing Grant 2021"

Setting a subsidy ceiling under the "Social Housing Subsidy Ordinance 2021" prevents an open-ended nature of the subsidy scheme. The proposed subsidy ceiling for the period July 1, 2021 to December 31, 2021 amounts to €230,000 and matches the current balance of the earmarked reserve.
The grant ceiling for the period July 1, 2021 to December 31, 2021 is set at € 230,000.00.

Adopt Incentive Scheme for Entrepreneurs

In addition to the previously established support package for entrepreneurs, the incentive scheme offers the possibility of financial support for projects that stimulate the local economy. The incentive scheme applies to the hospitality, events, tourism/recreation and middle class sectors. After decision-making in the council about the principles and the subsidy ceiling, the detailed subsidy scheme and associated mandate decision is now before us.
The Temporary Subsidy Scheme Stimulation and Innovation Fund Nuenen, Gerwen and Nederwetten 2021 is adopted.
The portfolio holder for Economic Affairs is mandated to implement the Temporary Subsidy Scheme Stimulation and Innovation Fund Nuenen, Gerwen and Nederwetten 2021.

Authorization decision chw zoning plan Realignment Nuenen-West

Notices of appeal and possibly a request for preliminary relief will almost certainly be filed against the amended chw zoning plan Herijking Nuenen West. In order to represent the municipal council during hearings before the Administrative Law Division of the Council of State (hereinafter: Council of State), an authorization is required for various persons in the capacity of their office. The College authorizes them for this purpose.

Amendment decision Wob decision cooperation agreements municipality of Nuenen c.a. and Nuenen West b.v. and BPD b.v., respectively.

A notice of objection has been lodged against the incomplete provision of the requested information regarding the various cooperation agreements between the municipality of Nuenen c.a. and Nuenen West B.V. and BPD b.v. respectively. The objector is the person submitting the Wob request. Further investigation shows that the documents named in the objection can now be provided. Pending the objection procedure, this can be corrected by an amendment decision.
The Wob decision of January 11, 2021 is adopted as amended.
