Amendment of Blink joint arrangement, first phase
On November 22, 2023, the General Board of Blink decided to submit amendments to the common regulation to the participating colleges and councils for procedure. In accordance with the statutory adoption procedure, councils were given the opportunity to express their views on the draft amended joint arrangement. Those views have been received and incorporated into the final draft of the amended Blink joint arrangement. The participating colleges must now agree to that draft, subject to the approval of the municipal council. A council proposal has been prepared for this purpose.
The council proposal "amendment of joint arrangement first phase" is submitted to the council for decision.
Appointment of members of grievance committee
The complaint committee is in charge of advising on complaints. The chairman and members of the commission are appointed by the college.
The college decided to appoint Mr. Lathouwers as chairman of the grievance committee until March 30, 2026, and to appoint Mr. Bos, Mr. Van der Velden and Mr. Waarma as members of the grievance committee until March 30, 2026.
Boundary correction and purchase residual strip - Kerkakkers plot, Gerwen
For a future housing development in Gerwen, the boundary correction and purchase of this residual strip, the size of 50 m2, near Kerkakkers, is necessary to achieve a proper subdivision. The land purchase is intended as a boundary correction so that the plot forms a logically rounded parcel and is in line with an earlier land transaction. The purchase requires that a purchase agreement be entered into with the landowner.
The college decided to approve and agreed to enter into the purchase agreement regarding a boundary correction and purchase of residual strip of Kerkakkers.
Request in principle and new antecedent agreement - Laar 22
In October 2023, the college entered into an anterior agreement for the development of four homes on the Laar 22 parcel in Gerwen. A zoning plan for this was submitted to the college in December 2023, but the college did not approve the zoning plan at that time. Therefore, after negotiations and various discussions with the initiator, a new housing plan has now been designed, for two homes. A new request in principle has also been submitted for this purpose. For legal security and the making of new agreements, it is necessary that a new anterior agreement be concluded.
The college decided to approve the new request for principle and the new antecedent and loss compensation agreement for development Laar 22.
Draft designation decision on placement of underground containers 't Zand
The planning of Nuenen West takes into account the establishment of a VANG (From Waste to Resource) site at 't Zand. The completion of the houses has been accelerated. Therefore, the placement of the containers must also be accelerated. For this, a draft designation decision on the placement of underground containers must be taken, which must also be published.
The college decided to approve the draft designation decision designating the location at 't Zand as an underground collection facility for PMD, paper, GF and residual waste. The draft designation decision will be made available for inspection for six weeks.
Research parking garage 't Oog
There is a lot of free parking space under the 't Oog van Nuenen complex. In theory, this could be used to reduce parking pressure in the center streets, for construction projects in the area and/or greening and improving the image quality in the center. However, the garage is owned by third parties. Empaction has investigated opening the parking garage. The cost of taking over the parking is considerable, while the expected benefits are uncertain, to say the least.
Therefore, the college decided not to pursue an active policy for a takeover of this parking garage.
