Views work program 2021 Eindhoven Metropolitan Region

Before the General Board of the Eindhoven Metropolitan Region adopts the 2021 work program, the council has the opportunity to submit an opinion on it. Therefore, the college has agreed to the council proposal Zienswijze werkprogramma Metropoolregio Eindhoven. The advice to the council is not to submit an opinion. The college decides to submit the council proposal Zienswijze werkprogramma 2021 Metropoolregio Eindhoven to the council for decision-making.

Bodycams for boa's for a safer work environment

The special investigating officers (boa's) of the municipality of Nuenen will structurally wear bodycams starting December 22, 2020. Wearing bodycams will contribute to a safer working environment for these enforcers. The college decides to purchase two bodycams for the boas and to adopt the 'Policy rule for the use of bodycams by boas in the municipality of Nuenen'. The city council will be informed of this through a council information letter.

Affiliation with the Healthcare Fraud Information Exchange

In order to detect, investigate and, where necessary, punish fraud in Health supervisors, investigative agencies, municipalities and implementing organizations have joined forces in the Healthcare Fraud Information Exchange (IKZ). The municipality of Nuenen is affiliated with this partnership and is thus able to share more information with which more effective action can be taken against healthcare fraud. The college agrees to the affiliation with the Healthcare Fraud Information Exchange (IKZ). The IKZ processing agreement is entered into with the KCHN (Knowledge Center for Enforcement and Compliance).

Debt assistance policy paper 2021-2025

The Municipal Debt Relief Act (Wsg) states that a debt relief policy plan must be adopted by the municipal council once every four years. The previous policy plan ran until 2019 and was tacitly extended by one year. As of January 1, 2021, several changes in the Municipal Debt Relief Act will take effect. Through this memorandum, we are fulfilling the legal obligation to implement local policy in the field of debt assistance. The statutory changes are included in the memorandum. The Nuenen c.a. 2021 decision period regulation on debt assistance is a concrete consequence of the statutory changes. The ordinance must be adopted by the city council. On November 25, 2020, the Society Committee of the municipality of Nuenen c.a. discussed the debt assistance memorandum. The comments made by the committee at that time have already been incorporated into the present policy memorandum. The committee agreed with the present regulation. The college adopts the policy memorandum on debt assistance 2021-2025 and the regulation on the decision period for debt assistance Nuenen c.a. 2021.

Van Gogh Village Nuenen grant

The Van Gogh Village Nuenen Foundation receives a subsidy from the municipality of Nuenen. For the year 2019, the grant should be determined. For the year 2020 the grant decision needs to be amended. For the year 2021 the foundation will receive a grant decision. This will include clear agreements on the phasing out of the subsidy and method of accountability. The college sets the subsidy for the Van Gogh Village Nuenen Foundation for 2019 at € 65,000. With effect from the year 2020 no agreement for the implementation of the subsidy decision is concluded and thereupon the subsidy decision 2020 is amended. The college decides to grant a subsidy of €50,000 (instead of €65,000) for 2021 and a conversation is started with Vincentre about a transparent substantiation of the subsidy request. The college waives the provision in Article 7 reserve formation in the 2019 performance agreement of an equalization reserve of up to 15% of the grant amount. In addition, the college waives the provision of an audit opinion by an independent auditor for the year 2019. An audit is, however, requested for 2020. In the year 2021, the college decides to further develop the substantive contribution of the Van Gogh Village Nuenen Foundation to the municipality's leisure policy. In the year 2024, agreements will be made with the Van Gogh Village Nuenen Foundation on the phasing out of the subsidy.

Adjustments Regional Development Fund Working Locations (ROW).

The Regional Development Fund for Work Locations (ROW) was launched in 2018 to stimulate area-specific existing (work) locations and innovation by financially supporting promising redevelopment projects. In the evaluation in early 2020, it became clear that while the fund meets a business need, the results fall short of expectations. This led to adjustments in the fund's grant ordinance and governance. The college takes note of the results of the evaluation of the Regional Development Fund Work Locations (ROW) and the decision of the Brabant Development Company (BOM) to withdraw from the cooperation. A new and amended cooperation agreement ROW is entered into in which the mutual agreements between the municipalities are once again established. The portfolio holder Economy is mandated to agree as delegate of the municipality of Nuenen c.a. in the board of the foundation ROW:

1. an amendment to the bylaws;
2. Establishing a ROW Advisory Committee and adopting Rules of Procedure for the ROW Advisory Committee;
3. submitting a grant application to the province of North Brabant;
4. A transfer of shares of ROW B.V. by BOM to the ROW Foundation;
5. As a shareholder, performing all necessary implementing acts in connection with the dissolution of the ROW B.V.

The council proposal "Regulation Investing Regional Development Fund Work Locations" is submitted to the city council for decision.

Center Management Foundation grant award 2021

Stichting Centrummanagement Nuenen has applied for the annual subsidy for the benefit of center management in the center of Nuenen.
The college decides to grant a subsidy for the year 2021 of up to €74,891 to the foundation Centrummanagement Nuenen. The requested additional subsidy (€15,000) for the separate activities will be separated from the application for the regular subsidy. A separate application can be submitted for the separate activities. This separate application will be tested against the current subsidy rules. Stichting Centrummanagement Nuenen will be informed of the decision by letter.

Placement guidelines for underground containers

Placement Guidelines Underground Containers is an elaboration of the existing policy in a process document. In addition to the legal framework, it describes the process from design plan for new construction to placement of underground containers. The college adopts the placement guidelines underground containers. The document criteria location selection underground containers of February 24, 2020 is withdrawn.

Collection of underground raw material containers Field D Nuenen West

For the collection of the raw material flows GFT+e (Vegetable, Fruit, Garden Waste and Food Waste), PMD (Plastic Packaging, Metal and Beverage Cartons), paper and residual waste within construction field D of the new Nuenen West building, the municipality of Nuenen wants to place four underground containers. The future users have been informed about the method of waste collection by the project developer. The location of the underground containers is part of the design plan made by the project developer. The college decides to designate the location for the placement of four underground resource containers Field D Nuenen West, as indicated on the drawing.

Sports Welfare Foundation grant

In 2019, the municipality of Nuenen signed a declaration of intent to start drafting a local sports agreement. This will be completed in 2020 and for this the municipality of Nuenen will receive an implementation budget of €20,000 per year for 3 years. During the creation of the local sports agreement, a steering committee was formed, which is now a foundation i.o. The advice is to make the foundation, called Stichting Sportief Welzijn, the implementation budget available through a decision. The college decides to make an amount of € 20,000 available to Stichting Sportief Welzijn, for the implementation of the local sports agreement.

Extension board agreement library Dommel Valley

The cooperating municipalities of Nuenen, Geldrop-Mierlo and Son and Breugel have a joint management agreement with the Dommeldal Basic Library. This agreement expired at the end of 2019 and was subsequently extended until December 31, 2020. The college agrees to extend the current contract by six months (until July 1, 2021).

Adjust travel documents and driver's licenses rates for 2021 to state rates

The college decides to set the rates for travel documents and driving licenses for 2021 (Title 1, Chapter 2 and 3 of the Fees Ordinance 2021).

Request in principle for Space Beekstraat

After the plan for the establishment of a restaurant with company residence and two B&B apartments turned out not to be feasible, the initiator has changed his plan to a request for the construction of three Room for Space dwellings. The college decides that:

1. The municipality is willing to initiate a planning procedure for the construction of three Room for Space homes on the Beekstraat in Nuenen.
2. Before any further work is carried out, an antecedent agreement and planning compensation agreement must first be concluded.
3. Advice will be sought from the Spatial Quality Team regarding the further implementation of the plan.
4. There should be an environmental dialogue before any spatial procedure is initiated.

Land exchange agreement Van Grotel Nuenen West.

For three residential building lots in Nuenen West, adjustments have been made to the draft zoning plan "Chw zoning plan Re-evaluation Nuenen-West", changing the location of the three residential building lots. A land exchange between the owner of the housing lots and the Municipality is necessary in this regard. The College approves the land exchange agreement under the Requirements included in the agreement. Alderman Stultiëns did not participate in the deliberations and decisions on this subject.

Agree to antecedent and plan compensation agreement for two Ruimte voor Ruimte homes Nieuwe Dijk

On July 21, 2020, the college agreed to the request in principle to cooperate in the development of two spacious homes on Nieuwe Dijk, opposite No. 10. Before the applicant can initiate the zoning procedure, consent for the anterior agreement and plan compensation agreement is required from the college, so that the municipal costs can be recovered from the initiator. The college agrees to the attached antecedent and plan loss recovery agreement.
