Zoning plan for construction of Room for Space home at Wettenseind

The zoning plan 'Wettenseind ong., Nuenen' has been available for public consultation as a preliminary draft for 8 weeks. Four public comments were received and one official recommendation from the Water Board. The comments have been incorporated in the present draft zoning plan.

The college has decided to agree with the draft zoning plan 'Wettenseind ong. Nuenen and to adopt the 'Nota van Inspraak' and the draft decision 'higher value' under the Noise Abatement Act zoning plan 'Wettenseind ong. Nuenen'.
The draft zoning plan 'Wettenseind ong. Nuenen' and the draft decision 'higher value' will be made available for inspection for a period of six weeks. No exploitation plan needs to be drawn up.

Establishment of Municipal Voting Board (GSB).

Pursuant to the Elections Act, the Board of Mayor and Aldermen shall establish and appoint a municipal polling place for each election and shall appoint the Municipal Voting Board (GSB). The GSB will hold a public hearing on Thursday, Nov. 23, 2023.

The college decided to determine the members of the GSB for the 2023 House of Representatives elections.

Grant GGzE 2023 and 2024.

The municipality of Nuenen c.a. has the responsibility to guarantee Mental Health Care (GGZ) services for its residents. The municipality fulfills this responsibility by placing the GGZ services with the GGzE. The city council has made funds available for this purpose. These resources are now being used to provide the GGzE with an implementation budget through a grant. The GGzE has applied for a grant for the year 2023 and 2024.

The College decided to dispose of the grant amount of € 90,245 for the year 2023 and the grant amount of € 95,847 for the year 2024 in accordance with the application of the GGzE.

Anterior agreement Vinkenhofjes

Woningstichting Helpt Elkander plans to develop 137 social rental apartments at the "Vinkenhofjes" site through demolition new construction.

The college has decided to adopt and enter into the anterior sales agreement regarding the project Vinkenhofjes at the Vinkenlaan in Nuenen and the accompanying appendices, as well as the parking agreement, and to submit these for signature to housing foundation Helpt Elkander. This fulfills the obligation according to art. 6.12 Wro to ensure cost recovery and planning damage. The announcement of entering into the agreement will be published in accordance with the Spatial Planning Decree article 6.24 paragraph 3 and the business description will be made available for inspection in accordance with the Spatial Planning Decree article 6.2.12 of the agreement.

Draft Vinkenhofjes zoning plan

At the 'Vinkenhofjes' site in Nuenen-Zuid, housing foundation Helpt Elkander intends to develop new housing through demolition new construction. Of the current 67 apartments, 61 will be demolished to create 137 new social rental apartments in 3 residential buildings with staggered building heights of 3 to 5 floors. This is therefore a larger housing development with substantial impact in terms of adding social housing in Nuenen.

The college decided to agree to the draft zoning plan and to submit it for public inspection.
To waive public participation with regard to this plan through a Uniform Public Preparation Procedure and not to first submit it for public inspection as a preliminary zoning plan.

Audit 2023

Before the auditor begins the audit of the 2023 financial statements, it is necessary to adopt the 2023 audit protocol including the standards framework.

The college decided to adopt the 2023 Standards Framework and to take note of the 2023 Audit Protocol and the council proposal.

Partial dissolution of the 2017 settlement agreement between the municipality and Helpt Elkander

In 2017, the municipality and housing cooperative Helpt Elkander agreed that Helpt Elkander would take over the Bosweg and Kremersbos caravan sites from the municipality. This agreement was laid down at the time in a determination agreement that also addressed other issues. Subsequently, a due diligence investigation was conducted, the outcome of which prompted Helpt Elkander to abandon the acquisition.

The college decided to dissolve this part of the determination agreement that relates to the acquisition.
The amount of € 850,000 owed to the municipality by Helpt Elkander as a result of the partial dissolution will be charged to Helpt Elkander.
The funds set aside in the general reserve for the transfer of caravans and pitches will be used as a covering reserve for the partial financing of the redevelopment of the Bosweg caravan site.
