Work plan 21 for youth 2023 and agreements and authorization Safe Home East Brabant
It is required by law to purchase and coordinate certain forms of youth aid per youth care region. The Work Plan 21 for Youth contains agreements on this coordination. The college agrees with the work plan and budget. Safe Home is the hotline for domestic violence, child and elder abuse. On October 1, 2022, two regional Safe Home foundations merged into the new foundation Safe Home East Brabant. The cooperation agreements between municipalities, local teams and Safe Home have been evaluated and updated. The college agrees with the renewed cooperation agreements. The college authorizes Stichting Veilig Thuis Oost-Brabant to deploy crisis assistance with retroactive effect as of October 1, 2022 and revokes the "Authorization Stichting Veilig Thuis Zuidoost-Brabant" with retroactive effect as of October 1, 2022.
SGEB decision and grant ordinance Energy Home Smart Living 2023
It is mandatory for municipalities to have an energy desk. The Energy House Smart Housing (EHSW) fulfills this role for our municipality, among others, supporting our residents in the area of energy conservation and making homes more sustainable. To enable the future financing of the EHSW, a subsidy ordinance is needed and, in conjunction with it, a Service of General Economic Interest (SGEI) Designation Decree. The latter is needed to ensure that through the grant ordinance, grants can only be awarded to the Smart Housing Energy House, without unauthorized state aid. The City Council is the authority for adopting a grant ordinance.
The council proposal "grant ordinance Energy House Smart Living 2023" is submitted to the council for decision. The draft SGEI Designation Order for implementation of a municipal energy counter by the Energy House Smart Living is submitted for six weeks for inspection for views and -if no views are submitted against it- the Designation Order is adopted. The grant application form for the Energy House Smart Living grant is adopted.
Naming of streets new construction Hoekstraat - Eikelkampen
Near the corner street-Eikelkampen, homes will be built. These are not located on existing streets, therefore new street names must be established for this location. The college has agreed to the proposed street names.
Zoning plan bicycle path Eindhoven - Nuenen - Helmond
Due to the change in the principles of the express bike path, the new alignment does not match the one included in the Buitengebied 2018 and Eeneind 2018 zoning plan. The new route requires a revision of the zoning plan. The college approved the draft zoning plan 'Bicycle path Eindhoven - Nuenen - Helmond' and decided that no preliminary zoning plan needs to be made available for inspection in accordance with the municipal public participation ordinance. The zoning plan 'Fietspad Eindhoven - Nuenen - Helmond' will be published as a draft.
Change mandate of program manager A 10 for Youth
On June 15, 2021, the college adopted the authorized regulation "A 10 for Youth. Under this regulation, the program manager can enter into, modify and terminate agreements for youth assistance, up to an expenditure of € 30,000,- per year. However, the youth agreement already has a basic purchasing value of more than €30,000. As a result, any amendment, regardless of the financial impact, must be determined by the colleges. It is proposed to clarify and expand the amendment authority of the program manager. As a result, the program manager is authorized to amend existing contracts if the amendment is not financial in nature, if the financial consequence is a maximum of €30,000 per municipality per year or if there is a cost saving. The college approved the amendment decision.
Decision to participate in procurement strategy BIZOB and hire expertise from Wattanders b.v. for collective procurement of electricity and natural gas
The College decided to participate in the joint procurement process "Gas and Electricity 2024ff". For this purpose, the procurement strategy Gas and Electricity is adopted. With regard to the procurement of expertise, the shortened procurement strategy "Procurement Strategy Wattanders" is adopted. The department manager Realization is mandated to enter into the contract of services of Wattanders and the supply agreement for Municipality of Nuenen, resulting from the joint tender by BIZOB. The mayor grants power of attorney to the Realization department manager for the signing of the agreements.
Scenario study 't Klooster
The tender for the renovation of 't Klooster failed because the bid was well above the available construction budget. In order to move forward with the project, a scenario study of the building plan was subsequently conducted to determine how to resolve this issue. This proposal recommends that scenario 2: adjust concept - resolve this issue and present this proposal to the City Council via a council proposal. The college takes note of the scenario study. The college decides to convert the council proposal into a memo to be presented to the council (via agenda committee) for probing before the image-forming evening of January 19, 2023. The Association 't Klooster will be actively invited to this image-forming evening.
