Establishment of periodic hot spot monitor
Since 2017, municipalities have had to work with the hotspot monitor. The hotspot monitor helps a municipality identify which events had special significance and about which more information should be kept. The municipality of Nuenen has now gained experience in naming a hotspot, namely about corona. Now we are taking follow-up steps to structurally secure the process by developing a hotspot monitor.
The college decided to proceed with the implementation of a hot spot monitor.
Additional funds for Building Guide and zoning ordinances built-up area
A council proposal has been made asking the council to provide budget for general spatial developments and the continued continuation of the Construction Guide in particular.
The college decided not to present a council proposal to the council. Through the regular P&C cycle, the necessary additional budgets have been provided for in the 2024 budget. In addition, a follow-up process for the building guide has now been completed and a separate council proposal for the building guide will follow shortly.
New backstop agreement between the municipality and the Social Housing Guarantee Fund (WSW)
The Social Housing Guarantee Fund (WSW) guarantees loans from housing corporations. When a housing corporation gets into financial trouble, the WSW ensures that interest payments and loan repayments continue. The WSW pays this from its own capital. Only when that is insufficient, the state and municipalities come into the picture as backstop to provide interest-free loans. For this we have backstop agreements with the WSW. The WSW and the Association of Netherlands Municipalities (VNG) have asked us to agree to one new generic backstop agreement that replaces all existing backstop agreements.
The college approved entering into a new backstop agreement between the municipality and the WSW effective May 1, 2024 to replace all previous agreements and to invite the mayor to sign the agreement.
Lease agreement hosting Ukrainian displaced persons Women's Creek 2024-2025
For the reception of Ukrainian refugees in Nuenen, the reception location at the Vrouwkensakker is being used. In order to continue using the reception location in 2024 and 2025, the lease agreement with Helpt Elkander needs to be extended.
The college decided to renew the lease agreement with Helpt Elkander for the use of the Vrouwkensakker as a reception site for Ukrainian refugees in 2024 and 2025.
Adoption of zoning plan "Vinkenhofjes"
The draft "Vinkenhofjes" zoning plan was available for public inspection for a period of 6 weeks starting December 7, 2023. Three views were submitted within that period, one of which was submitted on behalf of approximately 50 local residents.
The council proposal on adoption of the "Vinkenhofjes" zoning plan is presented to the council for decision.
Filling out board of trustees of Old Landen Municipal Cemetery Management Foundation
Two board members of the foundation board of the Old Landen Municipal Cemetery have indicated their intention to resign. The temporary retention of the present form of foundation is desirable because this settles a number of contractual matters and no new agreements need to be made on these for the time being. Two new persons must be appointed as directors of the current foundation. The college commissions a short-term study of the future organization of work (contracting out or not) for the management and maintenance of Old Landen Municipal Cemetery.
The college approves the appointment of Alderman Löwik and Wouters by virtue of their position as new (temporary) board members of the Stichting Beheer Gemeentelijke Begraafplaats Oude Landen.
Amendment of common regulation Omgevingsdienst Zuidoost-Brabant 2024
On July 1, 2022, the Act on Common Arrangements was amended. As a result, the joint arrangement Omgevingsdienst Zuidoost-Brabant must be amended. Before the college can agree to the amended arrangement, the council must give its consent. The college agreed to the amended arrangement subject to council approval and decided to ask the council for this permission.
The council proposal "Amendment of the joint arrangement Omgevingsdienst Zuidoost-Brabant" is submitted to the council for decision.
Amendment of common scheme Metropolitan Region Eindhoven
On July 1, 2022, the Joint Arrangements Act was amended. As a result, the joint scheme Metropoolregio Eindhoven must be amended. This is a council/college arrangement, which means that both the council and the college must agree to the amended arrangement. The college has agreed to the amended arrangement subject to council approval.
