Collective noise exemptions 2026

Every year, collective days are set on which the noise limits from the environmental plan do not apply to (hospitality) businesses. Relaxed noise standards then apply.

The council has decided to designate the days of carnival and the Nuenen and Gerwen fair as collective festivities for 2026, so that relaxed noise standards can be applied.
 

Appointment of civil registrar

In order to perform the statutory duties relating to civil status, employees must be appointed as civil registry officials.

The council has decided to adopt two appointment decisions for civil registry officials.
 

Response to written questions regarding the blue zone

On October 14, 2025, written questions were received from the Lijst John Geven political party regarding the monitoring of the blue zone.

The council has decided to respond to the written questions in a letter and Municipal Clerk’s Office send this to the council via the Municipal Clerk’s Office .
 

Fee Regulation 2026, section on driver's licenses

The government recently set the fees for driver's licenses for 2026. Based on Article 10 of the Fees Regulation, the municipal executive may still set these fees independently (without a council decision) for the coming year.

The council has decided to approve the amendment to the schedule of fees in the 2026 Fees Regulation, section on driver's licenses.
 

Updated principles for accommodation policy for 2026 and beyond

The current accommodation policy is outdated and no longer in line with current social developments, legal frameworks, and user needs. Based on an extensive inventory, participation, and evaluation of experiences at Het Klooster and De Hongerman, updated principles have been drawn up. These principles form the basis for the new Accommodation Policy 2026 and beyond.

The council proposal "Updated principles for accommodation policy 2026 and beyond" is submitted to the council for decision-making.


Update of treasury charter 2026

The current statute, dating from 2019, is no longer up to date. That is why this update of the statute has been carried out, both in terms of content and layout. The existing processes will remain largely unchanged as a result of the update.

The Board has decided to approve the update to the treasury regulations. In accordance with Article 17(3) of the Financial Regulation, the updated treasury regulations will be sent to the Council for information.
 

Decision on objection to the redevelopment of the Oranjebuurt neighborhood in Nuenen

Sixteen identical objections were lodged against the environmental permit granted for the redevelopment of the Oranjebuurt neighborhood. The objections were heard during a hearing of the objections committee.

The council has adopted the advice of the appeals committee and has decided to declare the 16 appeals lodged admissible and unfounded and to uphold the decision of July 17, 2025. The appellants and the permit holder will be informed by letter.
 

Youth Assistance and Social Support Regulations 2026

The current regulation for the Social Support Act (Wmo) was adopted in 2021. The current Youth Assistance Regulation dates from 2023. A number of amendments are proposed. These include changing the rates for personal budgets, introducing a breakthrough measure, and describing what is meant by personal resources and (above) usual Health.

The council proposal "Youth Assistance Regulations 2026 and Social Support Regulations 2026" will be submitted to the council for decision-making.
 

Environmental Program Rural Area Participation Plan

As part of the drafting of an environmental program for rural areas, a participation plan has been drawn up. The participation plan was discussed during the exploratory council meeting on November 26, 2026.

The council has decided to adopt the participation plan for the rural area program.
 

Subsidy application for earmarked reserve for social housing project in Oranjebuurt

Helpt Elkander will build 18 social housing units as part of the Oranjebuurt project. To this end, an application has been submitted for a subsidy from the Social Housing Reserve Fund, also known as the Social Housing Fund. This fund is intended to stimulate the construction of social housing and increase the municipality's stock of social housing. The subsidy application has been assessed against the 2019 Social Housing Subsidy Regulation.

The council has decided to award Helpt Elkander a subsidy of €135,000 from the Social Housing Reserve Fund for the construction of 18 social housing units in the Oranjebuurt neighborhood.
 

Permit granting for Off-Plan Environmental Planning Activity (BOPA) housing project Lyndakkers

The municipality of Nuenen has received an application from Helpt Elkander for the construction of ten ground-level single-family homes on the corner of Lyndakkers 31 and Wielewaallaan, intended for the social rental sector. This application concerns a combined Buitenplanse Omgevingsplanactiviteit (BOPA) (Out-of-Plan Environmental Plan Activity). The municipal council issued a positive recommendation for this on October 9, 2025. Verbal agreement has now been reached with the Helpt Elkander housing association on the Anterieure Overeenkomst (AO) and the associated planning costs. The formal signing of the Anterior Agreement by the mayor and aldermen is the final step before the environmental permit is definitively granted.

The council has decided to grant the requested environmental permit for the non-plan environmental plan activity (including the spatial construction activity).

The council has decided to enter into the prior agreement between the municipality of Nuenen and Helpt Elkander. The mayor requests Alderman . Kok to sign the prior agreement.
 

Isolating the Green Zone

Due to the bankruptcy of implementation partner Winst uit je woning on November 3, 2025, the De Groene Zone Isoleren project has come to a standstill. The regional project group has investigated several options for continuing the project in a similar manner. Ultimately, it was concluded that terminating the agreement(s) with the implementing parties is the best option.

The council has agreed to terminate the agreement(s) with De Groene Zone Isoleren. The council will be informed of this via a council information letter.
 

Council information letter on preferred options for the South cluster

On October 28, 2025, the municipal executive adopted the preferred option for three projects in the Liveable and Accessible South Cluster. The sounding board group and municipal council members were informed, after which a broad information evening was organized. This led to an additional option for Smits van Oyenlaan.

The municipal executive has decided to investigate an additional option for Smits van Oyenlaan.
The council will be informed of this via a council information letter.
 

Response to written questions regarding steel slag

In accordance with Article 49 of the Rules of Procedure of the municipality of Nuenen c.a., the CDA is submitting written questions about the presence of steel slag in the footpaths of the Slotpark. 

The council has decided to respond to the written questions in a letter and Municipal Clerk’s Office send this to the council via the Municipal Clerk’s Office .
 

Amendment to loan agreement for Nuenen weekly market and launch of new stall policy

The weekly market in Nuenen has shrunk considerably in recent years and is now limited to one or two traders, meaning that it is no longer a fully-fledged weekly market. The current temporary location of the weekly market is on the paved area near the kiosk in the park. To enable future policy, the current loan agreement with Stichting Weekmarkt Nuenen will be amended by means of an addendum. The duration of the original loan agreement will be shortened and the current location will be formally established.

The council has agreed to and decided to enter into an addendum to the loan agreement with Stichting Weekmarkt Nuenen.
 

Cooperation agreement for the Southeast Brabant labor market region

The Southeast Brabant labor market region has been working together for some time in the field of labor market policy and services. In 2023, a cooperation agreement was signed between the 23 partners for this purpose. Since then, there have been new national and regional developments, including the strengthening of the regional infrastructure and the positioning of Work Centers as an implementing organization. In order to facilitate these developments and make the collaboration future-proof, a new regional Cooperation Covenant has been drawn up. This covenant replaces the 2023 Cooperation Agreement and contains updated agreements on roles, responsibilities, and governance.

The council has decided to approve and enter into the Cooperation Agreement for regional cooperation in the Southeast Brabant labor market region.
 

Granting mandate, power of attorney, and authorization: joint tender for public charging infrastructure

The operating contract for a number of public charging stations in the municipality of Nuenen and surrounding areas will expire in January 2027. If no action is taken, it will no longer be possible to charge at these charging stations from that moment on. The province of North Brabant is therefore facilitating a tender for a new operating contract for existing public charging stations in public spaces. This concerns charging stations that were installed between 2017 and 2020.

The council has decided to participate in the tender for a new operating contract for existing public charging infrastructure led by the Province of North Brabant.
The general director of the Province of North Brabant is authorized to take the necessary decisions in the context of the tender.
The mayor grants power of attorney to the general director of the Province of North Brabant to represent the municipality of Nuenen and surroundings in the tender and to sign and manage the agreement and tender documents resulting from the tender.


Cooperation agreement Project decision Underground high voltage 150 kV

The spatial procedure for the construction of a 150 kV underground high-voltage power line from Eindhoven-Oost to Maarheeze covers the territory of potentially seven municipalities. For this reason, the province has been asked to take a project decision, which must then be incorporated into the environmental plan by the municipalities. A cooperation agreement has been drawn up in preparation for this.

The council has decided to enter into the Cooperation Agreement (SOK) for the Eindhoven-Oost Maarheeze grid expansion. The mayor grants Alderman power of attorney to sign the cooperation agreement.
The council will be informed via a council information letter.
The province is requested to indicate to Tennet and, where possible, to agree that the route study for the 150 kV line cannot be viewed separately from the route study for the 380 kV line for the Eindhoven-Maasbracht section.
 

Step-by-step plan for reassessment of Nuenen West

In Nuenen West, the municipality wants to develop and realize a neighborhood in line with the agreements in the Housing and Beethoven Deal (including accelerating the realization of more affordable housing). The municipality is doing this together with the developer with whom it has already made agreements. The current agreements need to be adjusted (recalibrated). The recalibration of Nuenen West will have an impact on the future housing facilities of the municipality of Nuenen and will therefore have financial and political consequences. For this reason, the council and other stakeholders must be carefully involved in the process to be followed. The agreements will then be laid down in a new cooperation agreement. 

The council has drawn up a step-by-step plan setting out what is needed to reach new agreements with the developer.
 

Subsidies – Opinions Subsidy Program 2026 – general

Various subsidy applications were received for the 2026 Subsidy Program. Some applicants received a rejection or partial approval and made use of the opinion procedure. A total of six opinions were submitted with additional information and clarifications.

The board has taken note of the opinions received. The board has adopted the subsidy program for 2026. The additional subsidy amount of €5,180.00 will be included in the first interim report of 2026.
