Adjust indexing 2023 for Products Services Catalog (PDC) Youth Aid

Recently, the Ministry of Health increased the provisional OVA rate for the year 2023 because of the increase in personnel costs. Tightening the provisional OVA rate is done only in special circumstances.

The college decided to adjust the indexation of the PDC Youth Aid for 2023 from 3.37% to 3.57%.

Isolating the Green Zone

A Green Zone Insulation is being organized from the MRE region. The Green Zone Insulation unburdens private homeowners in insulating their homes. Homeowners receive energy advice and can then choose which measures to take. They can finance this themselves or take out a loan. The municipality relieves the resident by acting as a contract partner.

The council proposal "participation in the regional project 'Isolate the Green Zone'" is submitted to council for decision.

Anterior and plan compensation agreement Lieshoutseweg 49

On October 27, 2020, the college approved the request in principle to cooperate with the replacement of an existing house with a new house with a capacity of more than 750 m3. Before the environmental permit can be granted, the college's agreement to the anterior agreement and plan damage recovery agreement is required. This allows the municipal planning costs and any planning damage to be recovered from the initiator. The agreement also regulates the mandatory remittance under the Landscape Investment Scheme.

The college agreed to the antecedent and plan compensation agreement.

Amended adoption of Nuenen-Zuidoost zoning plan revision De Mijlpaal

The zoning plan 'Nuenen-Zuidoost herziening De Mijlpaal' was available for public inspection for a period of 6 weeks from August 12, 2022. Within that period no views were submitted. However, within that period it appeared that the translation of the urban development precondition for a possible third building layer on the health center from the area development to the zoning plan had not taken place correctly. The purpose of that precondition was that the 3rd building layer on the south side should take place in the form of a setback. As now included in the rules, it is precisely possible than prescribed that the 3rd building floor is realized (completely) in the southern boundary of the building line. It is proposed to adjust this ex officio at the time of adoption.

Answering written questions The Combination - CO2 and nitrogen measures

The group of De Combinatie requests to answer some questions on how the municipality of Nuenen deals with the topics of CO2 and Nitrogen.

The college agreed to the proposed responses to the questions and will answer the written questions by letter.

Interim report fall 2022

The interim report informs the council about financial developments twice a year. Thereby, it is proposed to amend the budget of the current fiscal year so that the budget is up-to-date. In addition, we inform the council about the progress of major projects and the social domain.

Evaluation of participation pathways

A motion by the City Council in December 2021 prompted an evaluation of a number of pathways worked with residents (and other interest groups). The council has chosen two trajectories to evaluate: Nuenen-West and Playground Eeneind. The board has commissioned an agency to carry out this evaluation. This explicitly looked at the role of the organization, of the board and of the residents in the participatory and communicative work. The evaluation is now complete and some recommendations are made.

The college has taken note of the report "Evaluaties van twee participatietrajecten gemeente Nuenen" and has decided to endorse its recommendations.
In addition, the college has decided to follow up the recommendations relating to the civil service organization with the guidance of an external party.
