DVO and mandate for procurement and contract management B1 integration route
When the 2021 Integration Act came into force, the 13 municipalities in the Southeast Brabant labor market region agreed to jointly purchase the B1 route (language lessons), with Eindhoven as the central municipality for procurement and contract management. This collaboration ran until December 31, 2025. It has been decided to continue the collaboration for a maximum period of eight years. The renewed agreements have been laid down in a new service agreement.
The council has decided to enter into the "Service and Cooperation Agreement for Procurement and Contract Management B1 Route and Z Route Labor Market Region Southeast Brabant" (DVO) until December 31, 2033, at the latest, and to sign this DVO.
In addition, the council has decided to sign and publish the "Mandate Decision B1 Route and Z Route Southeast Brabant," whereby the council grants the mayor and aldermen of the municipality of Eindhoven the assignment, mandate, power of attorney, and authorization to carry out the procurement and contract management activities.
DVO and mandate for procurement and contract management Education route for integration
Since the introduction of the Integration Act 2021, the 20 municipalities in the Southeast Brabant and Helmond-De Peel labor market regions have been jointly purchasing the programs for the education route (preparing for further study, for younger immigrants). The current collaboration is laid down in a DVO that ends on December 31, 2025. In 2024, new contracts with educational institutions were concluded until December 31, 2029, at the latest. It is proposed to extend the collaboration in the labor market region with regard to the joint procurement of the educational pathway from January 1, 2026, to December 31, 2029.
The council has decided to enter into the "Service and Cooperation Agreement for Procurement and Contract Management for the Education Route for the Southeast Brabant and Helmond-De Peel Labor Market Regions" (DVO) with the municipalities of the Southeast Brabant Labor Market Region and the Helmond-De Peel Labor Market Region until December 31, 2029, at the latest, and to sign this DVO.
The council has also decided to sign and publish the "Mandate Decision on the Southeast Brabant and Helmond-De Peel Education Route," whereby the council grants the mayor and aldermen of the municipality of Eindhoven the assignment, mandate, power of attorney, and authorization to carry out the procurement and contract management activities.
Tender documents for maintenance of paving elements 2025
The municipality is responsible for the proper management of public spaces. A multiple private tender is being prepared for the maintenance of nine roads in the municipality. The estimated contract price of the specifications is €572,000 excluding VAT. In accordance with the mandate regulations, the authority to determine the various documents related to the tenders therefore lies with the municipal executive.
The board has decided to adopt the procurement strategy for the tender and to delegate the adoption of the other documents for this tender, namely the tender documents, the provisional and final award, and the decision to enter into an agreement, to the strategic manager for Implementation.
The board has agreed to grant power of attorney to the Realization department manager to sign the agreement for element maintenance in 2025.
Update on regional cooperation in animal shelter services
The animal shelter in Nuenen is managed by the Eindhoven Regional Stray Animal Shelter Foundation (ROZE). This collaboration must be legally binding and future-proof.
The council has therefore decided to grant the Eindhoven municipal council a mandate, power of attorney, and authorization to admit new municipalities and to amend the covenant and service agreement.
In addition, the Eindhoven municipal council is mandated to perform the supervisory role within the foundation's Supervisory Board on behalf of the municipality of Nuenen.
LEV Group subsidy
The LEV Group receives an annual subsidy. On October 27, 2025, the municipal executive sent the LEV Group a draft decision setting the subsidy for 2026 at €2,522,701.30. The LEV Group carries out a number of specified activities for this subsidy amount. Based on the proposed decision, the LEV Group exercised its right to submit an opinion.
The council has taken note of the opinion received and has decided to definitively determine the subsidy amount for the LEV Group for 2026, without the changes requested in the opinion. The subsidy decision will be sent to the applicant for the subsidy.
