Grant application to accelerate housing construction from Beethoven scheme
Beethoven Wonen is a joint program of the State, ASML, Province of North Brabant and the 21 MRE municipalities. From this program, two schemes provide subsidies to accelerate housing projects.
The college decided to agree to apply for a grant from the Beethoven scheme for the Vinkenhofjes, Oranjebuurt and Lyndakkers projects. The council will be informed by a council information letter.
Process proposal development Kavelaars
The initiator has submitted a short process proposal to develop the Kavelaars plan with support from the municipality. The project involves developing a housing site near Eeneind.
The college has decided to use the method described in the Construction Guide for the Kavelaars project, given the development of the number of homes and the associated participation process. Initiator is informed that the previous request in principle has been completed and that the new development will be treated as a new request.
The City Council will be informed by a council information letter.
First Amendment Program Budget 2025 GGD Brabant-Zuidoost
The city council is given the opportunity to submit a view on the first amendment to the 2025 GGD program budget. The college proposes that the council take advantage of this opportunity.
The council proposal on the first amendment 'Program budget 2025 GGD Brabant-Zuidoost' is submitted to the council for decision.
Binding council recommendation out-of-plan environmental planning activity (BOPA) housing development Lyndakkers
On November 7, 2023, the college granted cooperation in principle to start a planning procedure for the construction of ten ground-level single-family houses in the social rental sector. The location concerns the corner of Lyndakkers 31 and Wielewaallaan in Nuenen. The plan concerns so-called standardized social housing (WoonST). Thanks to standardization, construction costs are lower and the construction process can be significantly accelerated. This method contributes to the faster realization of affordable, sustainable and social housing. Woningbouwvereniging Helpt Elkander intends to submit an application for an environmental permit in 2025 to realize the project.
This requires the completion of a spatial procedure. A phased Buitenplanse omgevingsplanactiviteit (BOPA) has been drawn up. The council proposal 'Binding council recommendation Buitenplanse omgevingsplanactiviteit woningbouw Lyndakkers' is submitted to the council for decision.
Center development - agreement collaboration Van Wanrooij and Aldi
On May 27, 2020, Van Wanrooij B.V. submitted a request in principle for the revision of the zoning plan for the development of the Parkstraat-Voirt location in Nuenen. Lengthy discussions have taken place regarding a development of a larger part of the center, including the Aldi. Van Wanrooij B.V. and Aldi have reached agreement on the development of Parkstraat-Voirt and the AH and Aldi location (Parkhof).
The college took note of the letter from Van Wanrooij B.V. and Aldi. The college decided to cooperate in the realization of a request in principle, to draw up a letter of intent and to prepare decision-making with regard to the request in principle.
The City Council will be informed through a council information letter.
Amended adoption of Chw zoning plan "Realignment Nuenen West" (recovery decision)
On May 28, 2025, the Administrative Law Division of the Council of State (hereinafter: the Division) issued an interlocutory ruling on the Chw zoning plan "Re-evaluation Nuenen West." In this interlocutory ruling, the Division ordered the council to include some tightenings in the Chw zoning plan. These tightenings are largely legal-technical in nature and have no (major) substantive consequences for the Chw zoning plan. This will require a 3rd, and most likely final, remedial decision.
The council proposal "amended adoption of the Chw zoning plan "Re-evaluation Nuenen West" pursuant to article 8:51d Awb (3rd remedial decision)" is submitted to the council for decision.
Binding council recommendation out-of-plan environmental planning activity housing Kloostertuin
The City Council adopted the Master Plan for the development of the Monastery Garden on July 4, 2024. The aim is to realize housing development at this location. This requires the completion of a spatial procedure. A phased Buitenplanse omgevingsplanactiviteit (BOPA) has been drawn up with a spatial substantiation, with which we want to make the development in accordance with Master Plan plan planologically possible.
The council proposal "Binding council recommendation out-of-plan environmental planning activity housing construction Monastery Garden" is presented to the council for decision.
Temporary AZC decision environmental permits
An environmental permit has been applied for the spatial procedure for a temporary AZC on the Pastor's Mast. In addition, two more environmental permits were submitted for construction activities; an application for the temporary placement of a service building with outbuildings and an application for the temporary construction of two residential buildings and the construction of a roadway.
The college decided to grant the requested environmental permits. This will be published in the usual way.
