Application Form for Housing Development Project: Prioritization of Electricity Transmission Capacity

Would you like the municipality of Nuenen to include your housing project when drawing up the priority list for transportation capacity so that it may be eligible for priority? If so, please fill out the online form as completely as possible. You have until August 31, 2026, to do so. Read aloud Before filling out the form, please read the information below carefully.

• Would you like to submit multiple projects? If so, please submita separate formforeach project.
• Does a project consist of multiple phases? If so,submit a separate application for each phase. A separate application must be submitted to the grid operator for each phase.
• The definition of a project is set forth in Table 3 of Appendix 3 of the2026 Electricity System Code. 
• The requested information is based on the grid operator’s requirements. Are certain details not yet final? If so, please provide an estimate that is as realistic as possible. The grid operator uses this information to determine the required grid capacity. Please keep in mind that requested capacity cannot easily be increased later. If it ultimately turns out that more capacity is needed than was originally requested, a new application must be submitted. A limited safety margin is understandable, but given the scarcity on the power grid, it is important to use this margin responsibly.
• Please fill out the form completely and provide the correct information. If you receive a request from us to correct information or provide missing information, that information must also be submitted no later than August 31, 2026.
• The form can be saved as you go, but due to the General Data Protection Regulation, this does not apply to the attachments. 
• The maximum file size is 32 MB per file and 128 MB for all attachments combined.

Prioritize Requests

Specifically for residential construction projects and educational facilities, grid operator Enexis will, effective October 1, 2026, also offer municipalities the option to assign priority to projects as soon as they are placed on the waiting list. Projects for which it cannot be demonstrated that they will be completed within 10 years are not eligible for priority. 

Role of the municipality

Starting October 1, 2026, the Municipality of Nuenen will be able to “apply in advance” for connections for projects with grid operator Enexis. This will be a one-time process conducted in groups. Projects will be registered in the order of the year in which construction begins. For each construction start year, projects will be compared with one another to determine their relative order. This is done in accordance with the Municipality of Nuenen’s policy guidelines. These guidelines are based on draft rules drawn up by the Association of Dutch Municipalities specifically for this situation. A list is compiled based on the construction start year and the policy guidelines. Projects are registered with Enexis in the order listed. 
A spot on the priority list does not guarantee a connection. This remains dependent on the available capacity on the power grid. For projects on the priority list where construction is set to begin within a maximum of five years, it may also be possible to request priority. Additional information about the project is required for this.

What happens after I sign up?

• You will receive an automatic confirmation of receipt immediately after submitting your request. 
• The municipality will review your application to ensure it is complete. Only applications that are complete by August 31, 2026, can be included when the priority list is drawn up. Is your application incomplete? If so, you have until August 31, 2026, to submit the missing information. The municipality aims to notify you within 5 business days if an application is incomplete. Therefore, please submit your application as soon as possible.
• The municipality establishes the priority list based on objective, transparent, and non-discriminatory criteria set forth in the policy rules of the Municipality of Nuenen. These policy rules are based on the model rules of the Association of Netherlands Municipalities. The policy rules for Nuenen are expected to be adopted by the Municipal Executive on September 1, 2026, and published on September 3, 2026, via Public Notices at .
• When projects are tied for a position on the ranking list based on the policy rules, a public lottery will be held. This lottery will take place on Friday, September 4, 2026. Due to the short timeframe, it is not possible to indicate in advance which projects are tied and are eligible for the lottery. The location and procedure for the lottery will be announced at a later date. 
• The draft sequence list is expected to be published on September 7, 2026. 
• If you disagree with your project’s position on the priority list, you may submit your comments online through September 17, 2026. A comment form will be available on this page starting September 4, 2026.
• After reviewing any comments received, the municipality will finalize the ranking list. It is expected to be published on September 18, 2026.
• Based on the final priority list, the municipality will request transmission capacity from the grid operator starting October 1, 2026.
• Enexis is expected to request an advance payment for the requested connections. You will be responsible for this advance payment. It amounts to 20% of the cost of a permanent connection per residence, which is likely to be €500 per residence.  
• Being placed on the priority listdoes not automaticallymean that you will be allocated grid capacity for your project. This continues to depend on the capacity available with the grid operator.

By assisting with the application for an electrical connection, the municipality expressly does not approve the development(s) themselves. For the potential implementation of a project, the required zoning and/or permitting procedures must be followed.

The draft sequence list and final sequence list will be published. This means that all submitted initiatives will be made public. Projects that must remain confidential cannot, therefore, be submitted for transport capacity through the “early application” process.
